To the Hickory City Council, Planning Board, and Relevant City Officials:
We, the undersigned residents, property owners, and stakeholders of the surrounding neighborhoods, respectfully petition the City of Hickory to deny Rezoning Request RZ26-05 concerning the property located at 946 3rd Street NW, Hickory, North Carolina, which would permit multifamily residential development on this site.
We believe the proposed rezoning is inconsistent with the character of the surrounding neighborhood and would negatively impact nearby residents and property owners for the following reasons:
Reasons for Opposition
- Potential Reduction in Property Values
Increased residential density and the introduction of apartment developments may negatively affect the value and marketability of nearby single-family homes. - Increased Traffic Congestion
A multifamily development would significantly increase vehicle traffic on local streets, creating congestion, longer travel times, and increased wear on existing infrastructure. - Public Safety Concerns
Additional traffic could create safety hazards for pedestrians, children, cyclists, and motorists, particularly near intersections and neighborhood streets not designed for higher traffic volumes. This is already an issue for this road as commuters consistently speed through the neighborhood as a detour for 4th Street. - Neighborhood Character
The surrounding area is primarily composed of single-family homes and established residential neighborhoods. A multifamily apartment complex would alter the character and appearance of the community. - Parking Issues
Apartment developments often generate parking demands that exceed on-site capacity, resulting in overflow parking on adjacent streets and in neighboring residential areas. - Strain on Public Infrastructure
Increased density may place additional demands on roads, water systems, sewer systems, stormwater facilities, schools, emergency services, and other public resources. - Stormwater and Drainage Concerns
Additional impervious surfaces associated with apartment construction may increase stormwater runoff and potentially contribute to drainage and flooding issues in surrounding areas. This property already has existing drainage issues that have caused significant damages to the neighboring properties. - Noise and Quality of Life Impacts
Higher-density residential developments generally generate increased noise, traffic, lighting, and activity levels that will negatively affect nearby residents' quality of life. - Compatibility with Existing Land Uses
