The Issue

Stray mama…who we found with 10 puppies!!

We, the residents of Odessa and Ector County, are calling for immediate action to address the growing animal welfare crisis affecting our community.

Every day, we are witnessing an increase in stray, abandoned, and neglected animals across North, East, South, and West Ector County. This is no longer an isolated issue, it is a county-wide problem that impacts public safety, public health, and the well-being of our community.

Despite repeated outreach, our concerns have gone unanswered. We are now coming together as a united community to demand change.

We are requesting the following:

-Established and Enforced Animal Control Laws
Clear, enforceable laws to address neglect, abandonment, and irresponsible ownership.

-Adequate Animal Shelter Facilities
Properly funded shelters or buildings to house, care for, and protect animals in need.

-Stronger Ordinances & Accountability
Policies that support spay/neuter efforts, responsible breeding regulations, and consequences for violations.

-Accessible Resources for the Community
Low-cost spay/neuter programs, education on responsible pet ownership, and support for residents trying to do the right thing.

This issue affects all of us.
Stray populations lead to safety concerns, disease risks, and emotional strain on the very residents stepping up to help where systems have failed.

We are not asking for perfection.
We are asking for action, accountability, and basic standards of care.

Our community has already shown compassion and willingness to help. Now we need our local leadership to meet us there.

We want change. We need change. And we will continue to stand together until it happens.
