Re: Request for Safety Review / Road Safety Audit
SR-606 (Weymouth Road) & Stony Hill Road Intersection
Hinckley Township, Medina County
Dear District Traffic Engineer,
The Hinckley Township Board of Trustees respectfully requests that the Ohio Department of Transportation review safety conditions at the intersection of State Route 606 (Weymouth Road) and Stony Hill Road in Hinckley Township.
Recent review of crash information available through the ODOT Transportation Information Mapping System (TIMS) indicates multiple crashes occurring at or near this intersection over recent years. A map generated from TIMS crash data (attached) shows a clustered and asymmetrical distribution of crashes along the SR-606 approaches to the Stony Hill Road intersection, rather than an even distribution around the intersection itself.
Several crashes appear within the functional area of the intersection, occurring slightly upstream or downstream of the intersection center. In roadway safety analysis, this type of spatial pattern is often referred to as a near-intersection or approach-related crash cluster. Such patterns can indicate potential contributing factors such as:
• operating speeds on the major roadway
• driver gap-judgment when entering or crossing SR-606
• intersection sight distance
• roadway alignment or intersection geometry
• driver expectancy conditions
The TIMS data also indicates multiple crash severity levels at this location, including injury crashes, suggesting that the incidents are not limited to minor property-damage events.
While the overall crash count may be relatively modest, transportation engineers frequently evaluate locations where crashes exhibit a consistent spatial or directional pattern, even when the location has not yet been formally identified as a high-crash intersection.
Given the directional clustering of crashes along SR-606 and the presence of injury crashes, the township respectfully requests that ODOT evaluate this location using standard screening methods outlined in the Highway Safety Manual to determine whether the intersection may represent a potential systemic safety concern.
Specifically, the township requests that ODOT consider conducting a Road Safety Audit (RSA) or other engineering safety review of the SR-606 / Stony Hill Road intersection.
A Road Safety Audit would allow transportation professionals to evaluate field conditions such as:
• approach speeds and driver reaction distances
• intersection visibility and sight distance
• traffic control devices and driver expectancy
• roadway alignment and operational characteristics
Across the United States, RSAs have frequently identified practical and cost-effective improvements at intersections with similar crash patterns. These improvements can include enhanced warning signage, pavement marking improvements, visibility enhancements, speed-management measures, or other operational adjustments.
The township’s goal is not to advocate for any particular solution, but simply to request that qualified transportation professionals evaluate the intersection using established safety-analysis methods.
We appreciate ODOT’s continued commitment to roadway safety and would welcome the opportunity to coordinate with District 3 staff should additional information or local observations assist in the review.
Sincerely,
