Petition For the Renovation and Enhancement of Freedom Skatepark

The Issue

  • We the undersigned residents, community members, and supporters of recreation in Beckley, West Virginia, respectfully request the City's consideration and action regarding the renovation and enhancement of Freedom Skatepark. 
  • Freedom Skatepark has long served as a valued recreational resource for local youth, families, and sport enthusiasts. Over time, however the facility has experienced significant wear and deterioration. As a result, several features no longer meet modern safety or design standards, limiting the parks useability and posing avoidable risks to skaters, BMX riders, and other visitors.  
    Rational for Renovation

1. Past Plans & Existing Momentum 

  • For Several years the Beckley Parks & Recreation Department has acknowledged that Freedom Skatepark is outdated and in need of major upgrades.
  • In June of 2022 the Beckley Common Counsil approved funding (via a Community Development Block Grant) for new equipment at Freedom Park.
  • In  2022, Local Artists collaborating with BEX Arts Week worked with the city to paint murals at the skatepark, demonstrating community investment and a vision for revitalization.
  • The City of Beckley's 2045 Comprehensive Plan explicitly prioritizes the development and maintenance of high-quality public recreational spaces.

These efforts show strong precedent- but more ambitious, long-term investment is needed to meet today's standards for Skateparks. 

2. Current Concerns - Public Health & Community Well-Being

  • Beckley has seen a rapid proliferation of vape and smoke shops, raising concerns about youth exposure and community health.
  • Although recent local efforts have begun to address this problem - such as Beckley City Council enacting an ordinance to restrict vape shops to certain zoning areas and require sufficient spacing from schools and parks. The density of existing smoke shops still remains a serious concern.
  • High rates of youth vaping and drug use are reported/documented in West Virginia, with approximately 35.7% of high school students reported current e-cigarette use.
  • A renovated skate park would offer a safe, healthy alternative recreational space for young people - steering them away from environments that may be associated with vaping or other risky behaviors.

Economic and Recreational Value

Updated recreational facilities can attract regional visitors, support local events (like the past 2 annual Freedom Skatepark Skate Jams) and enhance Beckley's overall quality of life.

Modern Standards and Inclusivity 

Contemporary skatepark design offers features suitable for various ages and skill levels, encouraging broader participation.

 

                                                                                     Requested Actions

  1. Commission a full structural and safety audit of Freedom Skatepark to identify the area's most in need of replacement or repair.
  2. Commit funding (through city, grant, or public-private partnership) for a comprehensive renovation to bring the skatepark up to modern design standards. (e.g., concrete surfaces, updated ramps, bowls, rails, etc.) 
  3. Include community input in the redesign process, engaging local skaters, BMX riders, scooter users, and artists, possibly via design workshops, or public meetings. 
  4. Improve the surrounding infrastructure, including lighting, landscaping, seating, trash/recycling receptacles, and accessibility features. 
  5. Coordinate with youth and public health stakeholders to program skatepark usage (Events, lessons, and competitions) and provide a safe, positive space that reduces the appeal of nearby vape shops.

  • Provide a safe, structural space for youth, and families.
  • Encourage healthy, active lifestyles. 
  • Strengthen community pride and cohesion. 
  • Serve as a meaningful, long-term investment in public recreation and wellness.

By prioritizing this project, the City of Beckley can address both recreational infrastructure needs and contribute to broader public health goals.
