PETITION FOR THE REMOVAL OF SUPERINTENDENT MATIAS SEGURA

We, the undersigned parents, guardians, students, employees, and community members of the Austin Independent School District, call on the AISD Board of Trustees to remove Superintendent Matias Segura, based on the following record of failure:

Fiscal Mismanagement. Under Segura's leadership, Austin ISD's district reserves have been drained down to half their normal level and the structural budget deficit has reached approximately $300 million. Even after $205 million in approved budget cuts and roughly $100 million in one-time property sales, the underlying shortfall remains unresolved — because one-time revenue does not fix a recurring structural deficit.


Enrollment Collapse. When Segura became superintendent, Austin ISD enrolled 74,645 students. Enrollment has since fallen to approximately 63,000 — a loss of more than 11,600 students during his tenure — without a credible plan to stabilize enrollment or rebuild trust with families.


Failure to Address Struggling Schools. Dobie, Burnet, and Webb Middle Schools were allowed to accumulate multiple consecutive failing state ratings before any serious turnaround effort was attempted. When a turnaround plan was finally pursued, it was rejected by TEA as insufficient. The subsequent attempt to hand the schools to an outside operator collapsed within months.


Shifting Responsibility to Families. Rather than take ownership of the district's failure to turn around Burnet and Webb, Segura is now asking the families of those schools to petition the state to close their own children's campuses — a decision that should not be outsourced to the community it failed.


Pattern of Closures Without a Plan. Paredes Middle School was closed with only 8 days' notice before the start of the school year. The district has closed roughly a dozen campuses over the past year, with closure presented as the default response to struggling schools rather than one option among a broader improvement strategy.

Most Failing Schools in Texas. For the second year in a row, Austin ISD has more F-rated campuses than any other school district in Texas — 20 in the 2025-26 accountability ratings alone. The apparent improvement in the district's total count of failing and near-failing (D/F) campuses, from 48 in 2024-25 down to 25 for 2026-27, is not the product of academic turnaround administration suggests — it reflects the closure of low-performing schools, which removes them from the count rather than fixing the underlying problems.


Risk of State Takeover. As a direct result of this record, Austin ISD now faces the real possibility of a state-appointed Board of Managers replacing the elected Board of Trustees — a loss of local control that falls squarely on the district's failure to act sooner and more effectively.


We believe Austin ISD's students, families, and staff deserve leadership that addresses problems proactively, manages the district's finances responsibly, and takes accountability rather than shifting it onto the community. We call on the Board of Trustees to remove Superintendent Segura and begin a search for leadership capable of restoring stability and public trust.
