The Issue
In Virginia, every child has the right to a high-quality public education. Right now in Richmond, a substantial number of middle school students—especially those who are economically disadvantaged—have fallen behind and are not ready for high school. The Harbor School’s innovative design was created to support students who are not finding success in the traditional model.
The 2023–2024 Reading SOL results show a 51% achievement gap for Richmond’s 8th grade students: a 92% pass rate for white students, compared to 44% for African American students and 41% for Hispanic students. This is strong evidence that the Richmond Public School system needs more support to serve all students.
We can provide more options for our public school students. All learners deserve to be seen, known, and challenged in their learning—and prepared to thrive in adulthood. The Harbor School is here to partner with our public system to make this vision a reality for every child.
The Harbor School is a public charter middle school for 6th–8th graders, designed by and with Richmond families to provide a joyful, effective, and safe learning environment for those in our community with the fewest school options. This learning community is built on belonging and trust, helping students gain confidence not just in what they learn, but in how they learn and who they are. It is especially designed for kids who have fallen out of love with school or who struggle in traditional models. Like all public schools, it is open to all, tuition-free, and not for profit.
I support The Harbor School and want it to be part of our public school ecosystem. I want the Richmond Public School Board to authorize this school for our city. I believe new, innovative school models like The Harbor School in an effort to fulfill our rights to a high quality public education in Virginia.
