📝 Petition: For the Full Adoption and Regulation of Regents Place Estate
To Derbyshire County Council, South Derbyshire District Council, Persimmon Homes, and Samantha Niblett MP

We, the residents of Regents Place, Chellaston, call for the full adoption of all roads, open spaces, and communal infrastructure on our estate — including those currently under the control of private estate management company FirstPort.

 
🏘️ What We’re Asking For
We urge you to:

Work together to adopt all internal estate roads, footpaths, open spaces, lighting, and other communal areas into public ownership under relevant agreements (e.g. Section 38 and Section 106).
Negotiate with Persimmon Homes and FirstPort to enable this transition.
Advocate for national reforms that give councils the legal powers to enforce adoption of estate infrastructure in the future.
 
❗ Why This Matters
Currently, large parts of the estate remain under private, unaccountable management, with no clear legal handover or proper resident consultation. This has caused:

Ongoing confusion and disputes over responsibilities
Lack of transparency in service charges
Inconsistent maintenance standards
A two-tier system where residents pay twice – council tax and service fees

By adopting the estate infrastructure, local authorities will:

Ensure maintenance meets public safety and quality standards
Deliver fair and transparent governance
Bring the estate in line with accountable public infrastructure
Protect residents from exploitative or unclear private management practices
