Petizione per la realizzazione del "Circuito Clay Regazzoni" a Interlaken.

 

Alla popolazione, al Comune di Interlaken, al Cantone di Berna, tenendo in considerazione l'abrogazione dell'art.52 capoverso 1 della LCStr votato in Parlamento il 31 Maggio 2022

Noi sottoscritti, cittadini, appassionati e residenti, chiediamo con questa petizione l’avvio di uno studio di fattibilità e confronto pubblico per la realizzazione di un circuito multifunzionale a Interlaken, all’interno dell’area dell’ex aeroporto militare.

 

Obiettivo del progetto:

Creare un’infrastruttura moderna, sostenibile e sicura, chiamata "Circuito Clay Regazzoni", in onore del grande pilota ticinese, che permetta:

lo svolgimento di attività educative sulla guida sicura (per neopatentati e professionisti che oggi si tengono in strutture poco adatte).

l’organizzazione di eventi sportivi motoristici controllati (auto, moto, kart, Monoposto, Prototipi). Circuito ad uso di Privati nei cosidetti Trackday e la costruzione nella stessa area anche di una Pista per Veicoli Off-Road sfruttando Viadotti dove la Pista Off-Road si incrocerebbe con la Pista asfaltata.

l’apertura a eventi internazionali e test tecnologici sui Veicoli che permettano di testare e sviluppare tecnologie che migliorano la sicurezza e l'impatto ambientale del Settore dei Trasporti.

l’uso del tracciato per attività multifunzione al di fuori del contesto Motoristico, ma anche ad esempio ad uso Ciclistico e per Concerti.

la destagionalizzazione del turismo e la valorizzazione economica dell’area abbandonata dell’ex aeroporto. 

 

Perché Interlaken è il luogo ideale:

È ben collegata, turistica, ma priva di strutture motoristiche moderne.

Ha uno spazio adatto (ex aeroporto), pianeggiante e riconvertibile in modo intelligente, già oggi utilizzato per alcuni eventi Motoristici, pensiamo non sia interesse di nessuno lasciare a marcire inutilmente l'area, sia per motivi di spazio che resta inutilmente inutilizzato ma anche per motivi ambientali e visivi. 

Un circuito può portare benefici economici, formazione tecnica, sviluppo sostenibile e nuovi posti di lavoro, tutti vantaggi che si riverserebbero anche su Interlaken, il fattore economico potrebbe essere sfruttato per sgravare fiscalmente in parte i Residenti di Interlaken e reinvestire una parte di Soldi nella stessa Interlaken migliorando ad esempio i Servizi pubblici, il Circuito oltre ad ospitare eventi di rilevanza Internazionale, ospiterebbe anche Trackday, il potenziale ritorno economico c'è (non si parla di pochi soldi, ma di centinaia di migliaia di franchi, senza contare poi il maggior afflusso di Persone in Alberghi, Ristoranti, ecc. specie in eventi Motoristici di fama Internazionale come la F1 o il WEC), specie ad Interlaken già conosciuta per altri motivi, un Circuito porterebbe ulteriore fama ad Interlaken.

 

Motivazioni ambientali e tecniche:

Il progetto include l’uso di carburanti sintetici, limiti di decibel, fasce orarie e monitoraggio dell’impatto acustico, il tutto per venire incontro alle esigenze Ambientali e dei Residenti, limite di decibel, fasce orarie, monitoraggio dell'impatto acustico, vengono già utilizzati in altri Circuiti all'estero con successo; eventi di Fama Internazionale come la F1 utilizzeranno a partire dal 2026 per le Monoposto da Corsa Carburanti 100% sintetici, con obiettivo dello Netto 0 di Emissioni di CO2 anche per tutto quello che gira attorno alla F1 entro il 2030. 

Il motorsport è un laboratorio di innovazione green e innovazione con l'obiettivo di incrementare la sicurezza dei Veicoli a Motore e quindi la sicurezza di Tutti, il tutto anche di chi usa solo i Mezzi pubblici e/o circola a Piedi (es. ABS, freni, sicurezza attiva, ecc., è tutto stato testato in Circuito e/o nel Motorsport).

 

Cosa chiediamo:

Che il Comune di Interlaken e il Cantone di Berna valutino formalmente il progetto con uno studio tecnico preliminare.

Che si apra un dialogo con la popolazione e gli esperti locali su quanto scritto e proposto in questa Petizione.

Che si riconosca l’opportunità di valorizzare un’area attualmente dismessa per uno scopo utile, educativo e sostenibile, con potenziale e praticamente certo ritorno Economico.

 

Firmando questa petizione, sosteniamo un progetto utile per la sicurezza, la formazione, il turismo e lo sviluppo sostenibile del nostro territorio.

Petition für die Realisierung des “ Clay Regazzoni Rennstrecke” in Interlaken.

 

An die Bevölkerung, die Gemeinde Interlaken und den Kanton Bern, unter Berücksichtigung der Aufhebung von Artikel 52 Absatz 1 des Strassenverkehrsgesetzes (SVG), beschlossen vom Parlament am 31. Mai 2022

Wir Unterzeichnenden, Bürgerinnen und Bürger, Motorsportbegeisterte und Anwohnende, fordern mit dieser Petition die Einleitung einer Machbarkeitsstudie und einen öffentlichen Dialog zur Realisierung einer multifunktionalen Rennstrecke in Interlaken, auf dem Gelände des ehemaligen Militärflugplatzes.

 

Ziel des Projekts:

Schaffung einer modernen, nachhaltigen und sicheren Infrastruktur mit dem Namen “Clay Regazzoni Rennstrecke”, zu Ehren des grossen Tessiner Rennfahrers, die ermöglichen soll:

die Durchführung von Schulungen zur Verkehrssicherheit (für Fahranfänger und Profis, die derzeit unter ungeeigneten Bedingungen stattfinden).

die Organisation kontrollierter Motorsportveranstaltungen (Auto, Motorrad, Kart, Monoposto, Prototypen). Nutzung durch Privatpersonen an sogenannten Trackdays und der Bau einer Off-Road Strecke im selben Areal, die sich mittels Viadukten mit der Asphaltstrecke kreuzt.

die Öffnung für internationale Veranstaltungen und Fahrzeugtests, die zur Entwicklung von Technologien beitragen, welche die Sicherheit und Umweltverträglichkeit des Verkehrssektors verbessern.

die Nutzung der Strecke für multifunktionale Zwecke ausserhalb des Motorsports, z. B. für den Radsport oder Konzerte.

die Entsaisonalisierung des Tourismus und die wirtschaftliche Aufwertung des verwaisten Geländes des ehemaligen Flughafens.

 

Warum Interlaken der ideale Ort ist:

Es ist gut angebunden, touristisch attraktiv, aber es fehlen moderne Motorsportanlagen.

Es gibt ein passendes Areal (ehemaliger Flughafen), flach und intelligent umnutzbar, das bereits heute für Motorsportveranstaltungen genutzt wird. Wir sind der Ansicht, dass es nicht im Interesse der Öffentlichkeit liegt, dieses Areal weiter ungenutzt verkommen zu lassen weder räumlich noch ökologisch oder optisch.

Eine Rennstrecke kann wirtschaftliche Vorteile bringen, technische Ausbildung fördern, nachhaltige Entwicklung ermöglichen und neue Arbeitsplätze schaffen alles Vorteile, die auch Interlaken zugutekommen. Der wirtschaftliche Nutzeffekt könnte verwendet werden, um die Steuerbelastung der Einwohnerinnen und Einwohner von Interlaken teilweise zu senken und in die lokalen öffentlichen Dienste zu reinvestieren. Die Strecke könnte internationale Grossveranstaltungen beherbergen sowie Trackdays (das wirtschaftliche Potenzial liegt im Bereich von Hunderttausenden Franken, zuzüglich erhöhter Auslastung von Hotels, Restaurants usw., insbesondere bei renommierten Motorsportveranstaltungen wie der F1 oder der WEC), Interlaken, bereits bekannt für seine touristischen Qualitäten, würde durch die Rennstrecke weiter an Bekanntheit gewinnen.

 

Umwelt und technische Argumente:

Das Projekt beinhaltet den Einsatz synthetischer Kraftstoffe, Dezibelbegrenzung, Betriebszeiten und Lärmkontrolle Massnahmen, die sowohl umwelt als auch anwohnerfreundlich sind und bereits in ausländischen Rennstrecken erfolgreich angewendet werden. Ab 2026 wird die Formel 1 ihre Rennwagen mit 100 % synthetischen Kraftstoffen betreiben, mit dem Ziel, bis 2030 Netto Null CO₂ Emissionen zu erreichen.

Der Motorsport ist ein bewährtes Innovationslabor im Umwelt- und Sicherheitsbereich. Viele heute selbstverständliche Systeme (z. B. ABS, Bremsen, aktive Sicherheitssysteme) wurden zuerst im Motorsport entwickelt davon profitieren auch Benutzer des öffentlichen Verkehrs und Fussgänger.

 

Was wir fordern:

Dass die Gemeinde Interlaken und der Kanton Bern das Projekt formell mittels einer technischen Machbarkeitsstudie prüfen.

Dass ein öffentlicher Dialog mit Bevölkerung und lokalen Fachleuten begonnen wird.

Dass das Potenzial einer sinnvollen, nachhaltigen Umnutzung des brachliegenden Areals mit erkennbarem wirtschaftlichem Nutzen anerkannt wird.

Pétition pour la réalisation du “Circuit Clay Regazzoni” à Interlaken.

 

À la population, à la Commune d’Interlaken, au Canton de Berne, en tenant compte de l’abrogation de l’article 52, alinéa 1 de la LCR votée au Parlement le 31 mai 2022

Nous, les soussignés, citoyens, passionnés et résidents, demandons par cette pétition le lancement d’une étude de faisabilité et d’un débat public pour la réalisation d’un circuit multifonctionnel à Interlaken, sur le site de l’ancien aéroport militaire.

 

Objectif du projet :

Créer une infrastructure moderne, durable et sécurisée, appelée “Circuit Clay Regazzoni”, en hommage au grand pilote tessinois, qui permette :

la réalisation d’activités éducatives sur la conduite sécuritaire (pour les jeunes conducteurs et les professionnels, qui aujourd’hui s’entraînent dans des installations peu adaptées).

l’organisation d’événements sportifs motorisés contrôlés (voiture, moto, karting, monoplace, prototypes). Circuit destiné à un usage privé lors des Trackdays et construction dans la même zone d’une piste pour véhicules tout-terrain utilisant des viaducs où la piste Off-Road croiserait la piste asphaltée.

l’ouverture à des événements internationaux et à des tests technologiques sur les véhicules, permettant de tester et de développer des technologies qui améliorent la sécurité et l’impact environnemental du secteur des transports.

l’utilisation du tracé pour des activités multifonctionnelles hors du contexte motorisé, comme par exemple pour le cyclisme ou les concerts.

la dé-saisonnalisation du tourisme et la valorisation économique de la zone abandonnée de l’ancien aéroport.

 

Pourquoi Interlaken est l’endroit idéal:

Elle est bien desservie, touristique, mais dépourvue de structures motorisées modernes.

Elle dispose d’un espace adapté (ancien aéroport), plat et facilement reconvertible, déjà aujourd’hui utilisé pour certains événements motorisés. Nous pensons qu’il n’est dans l’intérêt de personne de laisser cette zone se dégrader inutilement, tant pour des raisons d’espace que pour des raisons environnementales et visuelles.

Un circuit peut apporter des avantages économiques, une formation technique, un développement durable et de nouveaux emplois, autant de bénéfices qui rejailliraient également sur Interlaken. Les retombées économiques pourraient permettre de réduire partiellement la charge fiscale des résidents d’Interlaken et de réinvestir une partie de ces fonds dans les services publics locaux. Le circuit accueillerait non seulement des événements internationaux, mais aussi des Trackdays. Le retour économique potentiel est réel (il ne s’agit pas de quelques francs, mais de centaines de milliers, sans compter l’augmentation du nombre de visiteurs dans les hôtels, restaurants, etc., notamment lors d’événements de renommée internationale comme la F1 ou le WEC), et à Interlaken, déjà connue pour d’autres raisons, un circuit apporterait encore plus de notoriété.

 

Motivations environnementales et techniques:

Le projet inclut l’utilisation de carburants synthétiques, des limites de décibels, des horaires d’activité et un suivi de l’impact sonore, le tout afin de répondre aux besoins environnementaux et à ceux des résidents. Les limites de décibels, les plages horaires et le monitoring sonore sont déjà utilisés avec succès sur d’autres circuits à l’étranger ; des événements de renommée mondiale comme la F1 utiliseront, à partir de 2026, des carburants 100 % synthétiques pour les monoplaces, avec pour objectif zéro émission nette de CO2, y compris pour toute la logistique liée à la F1 d’ici 2030.

Le sport automobile est un laboratoire d’innovation verte et de sécurité, avec pour but d’augmenter la sécurité des véhicules motorisés au bénéfice de tous, y compris des usagers des transports publics et des piétons (par exemple ABS, freins, sécurité active, etc., tous testés sur circuit ou issus du sport automobile).

 

Ce que nous demandons:

Que la Commune d’Interlaken et le Canton de Berne évaluent formellement le projet avec une étude technique préliminaire.

Qu’un dialogue soit ouvert avec la population et les experts locaux sur les points exposés dans cette pétition.

Qu’on reconnaisse l’opportunité de valoriser une zone aujourd’hui désaffectée pour un usage utile, éducatif et durable, avec un retour économique potentiel pratiquement assuré.

Petition for the construction of the “Clay Regazzoni Circuit” in Interlaken.

 

To the population, the Municipality of Interlaken, and the Canton of Bern, taking into account the repeal of article 52, paragraph 1 of the Highway Traffic Act voted by Parliament on May 31, 2022

We, the undersigned citizens, enthusiasts, and residents, hereby request the launch of a feasibility study and public consultation for the construction of a multifunctional circuit in Interlaken, within the area of the former military airport.

 

Project objective:

To create a modern, sustainable, and safe infrastructure called the “Clay Regazzoni Circuit,” in honor of the great Ticino driver, which allows:

The implementation of educational activities on safe driving (for new drivers and professionals who currently use unsuitable facilities).

The organization of controlled motor sports events (cars, motorcycles, karts, single-seaters, prototypes). A circuit for private use during so called Trackdays, and the construction of an Off-Road vehicle track in the same area utilizing viaducts where the Off-Road track would intersect with the asphalt track.

The hosting of international events and technological vehicle tests that allow testing and developing technologies to improve safety and the environmental impact of the transport sector.

The use of the track for multifunctional activities outside the motorsport context, such as cycling and concerts.

The destationalization of tourism and economic valorization of the abandoned former airport area.

 

Why Interlaken is the ideal location:

It is well connected, touristic, but lacks modern motorsport facilities.

It has a suitable space (former airport), flat and intelligently convertible, already used today for some motorsport events. We believe that no one is interested in letting the area deteriorate uselessly, both for spatial reasons since the space remains unused and for environmental and visual reasons.

A circuit can bring economic benefits, technical training, sustainable development, and new jobs, all advantages that would also benefit Interlaken. The economic factor could be used to partially reduce the tax burden on Interlaken residents and reinvest some of the money into Interlaken itself, improving, for example, public services. The circuit, besides hosting internationally relevant events, would also host Trackdays. The potential economic return is real (we are not talking about small amounts, but hundreds of thousands of francs, not counting the increased influx of people to hotels, restaurants, etc., especially at internationally renowned motorsport events like F1 or WEC), particularly in Interlaken, already known for other reasons, a circuit would bring further fame.

 

Environmental and technical motivations:

The project includes the use of synthetic fuels, noise limits, time slots, and monitoring of acoustic impact, all to meet the environmental and residents’ needs. Noise limits, time slots, and acoustic monitoring are already successfully used in other circuits abroad; world-famous events such as F1 will use 100% synthetic fuels for race cars starting in 2026, aiming for net zero CO2 emissions also for everything surrounding F1 by 2030.

Motorsport is a laboratory of green innovation and innovation aiming to increase the safety of motor vehicles and therefore the safety of everyone, including those who only use public transport and/or walk (e.g., ABS, brakes, active safety, etc., all tested on circuits and/or in motorsport).

 

What we ask for:

That the Municipality of Interlaken and the Canton of Bern formally evaluate the project with a preliminary technical study.

That a dialogue be opened with the population and local experts on what is written and proposed in this petition.

That the opportunity be recognized to enhance a currently abandoned area for a useful, educational, and sustainable purpose, with a practically certain economic return.
