Petition for Student Safety and Transparent Communication at Williams Ranch Elementary School (Penn Valley Union Elementary School District)

Every child at Williams Ranch Elementary deserves a safe learning environment, appropriate supervision, and honest communication between the school and families.

Parents from both general education and special education programs have raised concerns regarding student safety incidents, communication surrounding those incidents, and the responsiveness to concerns brought forward by families. While every student has unique needs, it is the responsibility of the school and district to ensure that appropriate supports, supervision, and safety measures are in place to protect all students and staff. Parents should also be heard and taken seriously when requesting additional supports or preventive measures to help address safety concerns before incidents occur.

This petition is not directed at any individual student, family, teacher, or staff member. Our goal is not to assign blame, but to advocate for meaningful improvements that benefit every child attending Williams Ranch Elementary.

We believe all parents deserve:

• Timely and accurate communication when their child is involved in a significant incident or injury at school.

• Confidence that concerns regarding student safety will be addressed proactively, rather than only after incidents occur.

• Transparency regarding the measures being taken to maintain a safe learning environment.

• Assurance that classrooms and programs have the staffing, resources, and support necessary to meet the needs of all students.

• To have their concerns heard and considered when requesting additional supports or preventive measures to help maintain student safety.

We respectfully request that Penn Valley Union Elementary School District:

• Conduct a review of current student safety procedures and incident response protocols.

• Establish clear standards for parent notification and communication following student injuries or significant incidents.

• Review staffing levels, supervision practices, and support resources available across educational settings.

• Provide opportunities for parents to engage in open dialogue with district leadership regarding safety and communication concerns.

• Develop and share a plan for strengthening trust, transparency, and accountability between families and the district.

• Create a process for evaluating and responding to parent requests for additional supports and preventive measures when safety concerns are identified.

This issue extends beyond any single classroom or program. Students learn, play, and interact across the entire school community. Every family deserves confidence that their child is safe at school and that they will receive honest, timely information when concerns arise.
