WHEREAS, the 2023 county financial audit indicated that Stark County collected property tax revenues above the publicly communicated levy requirements. This is NOT the first year this has happened, it will not be the last.

WHEREAS, many residents have experienced significant financial strain due to increased mill levies, rising assessments, and lack of transparent explanation regarding allocation and necessity of funds.

WHEREAS, ND Century Code § 44-04 (and open records/disclosure law) grants taxpayers the right to request clarification and public explanation of county budgeting processes and spending outcomes.

WE, THE UNDERSIGNED RESIDENTS AND PROPERTY TAXPAYERS OF STARK COUNTY, respectfully request that the Stark County Commission schedule a Special Public Meeting to:

Present the audit findings in full.
Explain the justification for retained surplus revenue.
Clarify whether adjustments or mill reductions are legally or procedurally available.
Allow for public comment and questions from taxpayers.

We request that this Special Meeting be scheduled and publicly noticed within 30 days of receipt of this petition, in accordance with open meeting requirements.
