Dear Oakton Community,

The Developer, EYA has submitted their re-zoning plans for the Oakton AT&T Re-development. We would like to update you on the proposed rezoning as well as request that you complete a five minute survey on your opinion on Chain Bridge Road Oakton traffic, intersections, retail and new parks for our community. Below is a summary of the proposed re-zoning plans:

Residential: They have reduced their residential dwellings by 50 units to 804 residential dwellings to include affordable apartments and zero lot townhouses.

Retail: They have held steadfast on the 120,000 sq ft for non-residential. The plans still include a retail shopping center similar in size to the Oakton Giant Shopping Center.

Traffic: The Transportation Study indicates that this proposed development will increase vehicular trips by 10,000 to 12,000 trips per day on Oakton Roads. This report also indicated that Oakton Chain Bridge Corridor currently has seven failing intersections during peak hours. Chain Bridge Rd averages 19,000 trips per day; adding 12,000 trips would be an increase of 63% trips per day. The study also shows that the new retail will generate the majority of trips.

Innovative Intersection: The Developer is still promoting to build an “innovative intersection” at Jermantown, Rose Haven, White Granite and Chainbridge Road intersections. Vehicles from Jermantown Road would not be allowed to turn left onto Chain Bridge Road. Instead, vehicles would be required to turn on Rose Haven/Forest by the Fire Station to enter Chain Bridge Road. A new traffic light would be installed on Jermantown/Rose Haven intersection to facilitate traffic flow. An illustration can be found in the survey.

Parks: The Developer’s site plans still show urban parks scattered throughout the development. However, some of these parks are on “left over” land too close to Chain Bridge or on protected wet land. There is now more land for Borge Park and a small connection to another parcel called Flag Pole Park.

Please complete the survey and forward to your neighbors. The summary results of this survey will be presented to Providence District leaders, the developer, and posted publicly. Preliminary results of the survey will be made available at the developer’s community meeting on August 27, 2025 at 7:00 PM at the Jim Scott Community Center, 3001 Vaden Drive, Fairfax VA 22031.  Wear your red shirt if you still have concerns about this rezoning application.
