Petition for Review of Dress Code Enforcement and Administrative Conduct
The Issue
To the Comal ISD Board of Trustees and District Administration:
Comal ISD states that its dress code exists to "prevent disruption, minimize safety hazards, and maintain a positive learning climate." We support those objectives. We also recognize the District's authority to establish a dress code and the responsibility of students to follow it. However, we, the undersigned parents, guardians, students, and concerned members of the community, are increasingly concerned that the manner in which the dress code is being enforced at Canyon High School under the current principal has itself become disruptive to the educational environment.
Students and parents have raised repeated concerns regarding aggressive and intimidating enforcement, public confrontations, yelling, frequent dress-code admonishments, and the application of highly subjective dress-code provisions in ways students cannot reasonably predict before arriving at school.
The issue before us is therefore not simply whether Comal ISD may enforce its dress code. The issue is how that authority is being exercised.
The district’s policy gives the campus principal substantial discretion, including final determination regarding dress-code compliance. But administrative discretion should be exercised professionally, consistently, proportionately, and with respect for the dignity of students.
Terms within the current policy such as "modest length," "small and discrete," "detract from learning," "good taste," and "disruptive or distracting" necessarily require judgment. When those judgments are accompanied by unpredictable enforcement or unnecessarily aggressive interactions, students can become more focused on avoiding confrontation than on the education they came to school to receive. That is inconsistent with the stated purpose of the policy. The district’s own dress-code policy further provides that dress-code issues should be addressed in a manner that "minimizes the loss of instructional time." We ask Comal ISD to hold itself to that standard.
We Petition Comal ISD to Take the Following Actions
We respectfully call upon the Superintendent, District Administration, and Board of Trustees to:
1. Conduct a prompt District-level review of dress-code enforcement at Canyon High School, including the conduct and enforcement practices of the campus principal.
2. Provide students and parents a meaningful opportunity to communicate their experiences directly and, when appropriate, confidentially to District-level administration without requiring students to raise concerns directly with the administrator whose conduct is at issue.
3. Evaluate whether students are being subjected to yelling, intimidation, unnecessary public embarrassment, or other unnecessarily aggressive methods of dress-code enforcement.
4. Establish clear and reasonably objective guidance for subjective dress-code provisions, including terms such as "modest length" and other standards whose application currently depends heavily upon individual judgment.
5. Ensure that dress-code requirements are enforced consistently and that students can reasonably understand what is expected of them before arriving at school.
6. Require dress-code corrections to be handled respectfully and as discreetly as reasonably possible, with particular attention to preserving students' dignity.
7. Protect instructional time and ensure that enforcement practices do not themselves become an unnecessary source of disruption to the educational environment.
8. Review the frequency, tone, and educational necessity of school-wide announcements concerning compliance when those announcements interrupt or negatively affect the learning environment.
9. Communicate the results of the District's review and any resulting corrective measures to the school community, to the extent permitted by applicable student and personnel privacy requirements.
Our Position Is Simple
Students should follow the rules. Administrators should enforce those rules. And both should be held to appropriate standards of conduct.
This petition does not ask Comal ISD to eliminate its dress code. It asks the district to ensure that the policy is administered in a manner consistent with its own stated purpose: preventing disruption and maintaining a positive learning climate.
Parents should not have to choose between supporting school rules and speaking out when they believe administrative conduct has gone too far.
We therefore ask Comal ISD leadership and the Board of Trustees to take these concerns seriously, review the current principal's dress-code enforcement practices, hear directly from affected students and families, and take appropriate corrective action where warranted.
Our students deserve clear expectations, consistent enforcement, respectful treatment, and a school environment in which education, not confrontation over clothing, is the priority.
