Petition for Residential Permit Parking in McLennan North, Richmond

The Issue

🏡 The Problem

Residents in McLennan North—along Katsura St, Ferndale Rd, Alder St, Birch St, Hemlock Dr, and Alberta Rd—are facing severe street parking shortages due to:

  • Increasing density from newly approved multi-unit residential buildings (MURBs)
  • Apartments with limited resident and visitor parking
  • Non-residents regularly occupying on-street spots
  • No parking availability after 8–9 p.m., especially difficult for shift workers
  • Safety concerns walking long distances alone at night
  • High traffic from visitors to four nearby parks (especially in the summer):
    🏞️ Garden City Lands
    🏡 Katsura Neighbourhood Park
    🌳 Birch Neighbourhood Park
    🌿 Garden City Community Park

🚗 Why It Matters
Most residents rely on their vehicles for commuting, and public transit isn’t a viable option for everyone. The combination of growing population, limited off-street parking, and recreational park traffic has created an unmanageable and unsafe situation.

The Solution

We are urging the City of Richmond to implement a Residential Permit Parking (RPP) program in McLennan North to:

  • Give priority parking to residents
  • Deter long-term non-resident parking
  • Improve evening and nighttime safety
  • Reduce parking stress for locals and essential workers
  • Ensure fair access amid increasing neighbourhood demand

✝️ Community Support Limited by Parking Misuse
The Richmond Pentecostal Church, which has a large lot in the neighbourhood, has decided not to partner with local residents to alleviate parking strain—due to repeated issues with individuals not respecting the space or moving their vehicles after Sunday services. This highlights the urgent need for structured, enforceable parking solutions.

🏞️ Garden City Lands
🏡 Katsura Neighbourhood Park
🌳 Birch Neighbourhood Park
🌿 Garden City Community Park
