Petition for Reform of the Imperial Charter

To His Imperial Majesty, Floki Bygederic / ze_flux, and the Esteemed Members of the Roundtable,

We, the undersigned representatives of the realms within the Empire of Ischanor, hereby submit this petition for the reform of the Imperial Charter's realm laws. Our request stems from a desire to enhance the autonomy and functionality of our realms while maintaining the integrity and unity of the Empire.

Proposed Amendments

Article XXVIII:

No change.

Article XXIX:

Amend to allow realms to: Negotiate and execute pacts and declarations of any kind with other Realms within the Empire, including but not limited to Mutual Defense Pacts and Non-aggression Pacts.

Form regional alliances or factions that promote stability and cooperation within the Empire, subject to Imperial oversight.

Engage in internal wars as a means of settling land disputes, provided the casus belli is deemed sincere and justified by the Imperial Government.

Article XXX:

Amend to give the Imperial Government the right to intervene in any war that is actively ongoing if a greater threat is posed to the Empire by an external power.

Article XXXI:

No change.

Article XXXII:

Amend to allow realms to: Maintain their own realm armies/militias for internal defense and stability, under the condition that these forces do not exceed a specified limit and remain subordinate to the Imperial Army during times of war or crisis.

Justification

Enhanced Internal Cooperation: Allowing realms to negotiate and execute various pacts and declarations within the Empire will foster stronger bonds and mutual support, enhancing internal stability and security.

Increased Autonomy: Granting realms the ability to manage their own defense forces and engage in internal wars for land disputes will improve their capacity to maintain order, protect their interests, and settle disputes in a structured manner.

Preservation of Unity: By maintaining oversight on alliances, military capabilities, and the sincerity of casus belli, the Imperial Government can ensure that these measures do not undermine the unity or stability of the Empire but rather strengthen it.

Imperial Security: Providing the Imperial Government with the right to intervene in ongoing wars if a greater external threat emerges ensures the overall security and stability of the Empire, allowing for a unified response to external dangers.

We believe that these amendments will create a more resilient and cooperative Empire, where realms can exercise a degree of autonomy necessary for their prosperity while upholding the overarching structure and stability of Ischanor.

We respectfully request that the proposed amendments be considered and adopted into the Imperial Charter.
