Discussing with a local rep seemed optimistic though things are going slowly. There is a project who has purchased the land and supposedly this will make the Light Rd. crossing obsolete. No further details. I had requested that until this happens the quiet zone still be implemented if it would cost nothing as research indicated but have not received acknowledgement of this idea - just a request for patience until the development is underway as a permanent solution.
