Petition for New Leadership and an Independent Investigation at Beaumont Animal Care
The Issue
We, the undersigned residents, advocates, and supporters of animal welfare, are calling for immediate leadership change and an independent investigation at Beaumont Animal Care due to ongoing failures in animal welfare, accountability, and legal compliance.
Under the current supervisor’s leadership, Beaumont Animal Care has demonstrated a troubling pattern of neglect, mismanagement, and disregard for established animal welfare standards, including but not limited to:
Failure to pursue legal action against all reported owners involved in documented animal abuse and severe neglect. He appears to pick and choose which ones he will pursue.
Improper handling of microchipped stray animals, allowing unknown numbers to be released to private individuals instead of following mandatory stray hold requirements inside the shelter, denying rightful owners the opportunity to reclaim their pets. One of the ACOs informed me, they are given discretion regarding this issue and all of them do this. When I reported this to the supervisor, via email, instead of keeping my name confidential, he went straight to the ACO who gave this dog to the private citizen and told her it was me that just emailed about this situation; she then turned around and immediately called me to attempt to justify her actions. Extremely unethical and unprofessional. My identity as a member of the community should have been kept confidential!
Unnecessary euthanasia of animals, including the euthanization of two Code Red dogs despite the availability of 21 empty kennels and the option to extend deadlines to be out of the shelter. Then, after this was brought to the publics attention by an advocate, he claimed they had "behavioral issues", yet they were still available for adoption to the general public and their bios said nothing negative about their personalities when posted on their Facebook page.
Transfer of 124 animals to known inhumane conditions, despite prior warnings from an animal advocate identifying serious red flags about the receiving “rescue.” As a result of being sent to this "rescue", dog maulings were occurring; dogs regularly fighting over being able to eat, due to how the "rescue owners" fed them all together, at the same time, not seperated, by ripping open bags of food and dumping the food on the ground; not enough shelter for the amount of dogs that were sent - only allowing for some and not all to have shelter in inclement weather; only two containers of stagnant water provided for drinking; there were many dogs in need of vet care; multiple dogs were emaciated and many more inhumane conditions.
Lack of supervisory presence, with the supervisor rarely present at the shelter to oversee staff or ensure work is being done during work hours and that socializing is done only during break times and lunch time.
Failure to provide adequate shelter conditions, including outdoor runs left unenclosed for years, exposing dogs to extreme summer heat and winter cold without proper climate control.
Misuse of taxpayer funds, including one of the two unused outdoor runs never being utilized for the original purpose of housing dogs.
Public misrepresentation, including years of falsely portraying the shelter as a “no-kill” facility while failing to adhere to no-kill standards.
Retaliation against a whistleblower, including false allegations made after concerns were raised smearing her character and banning her as a volunteer.
Failure to pursue funding opportunities, including grants and budget increases that could expand lifesaving programs and improve shelter conditions.
These actions undermine public trust, violate the mission of animal care, and result in unnecessary suffering and loss of life.

The current supervisor does not care about the wellbeing of the animals at the shelter. He doesn't pursue legal charges against all owners who commit animal abuse and serious neglect. For instance: Red and MY dog Bentley. There is no rhyme or reason as to how he “picks & chooses” which cases he will pursue and not pursue!
He allows his ACO's to give microchipped strays to strangers, instead of bringing them to the shelter for the mandatory hold to give any owner time to claim - even if they're in another jurisdiction, like in Vidor.
He euthanized 2 Code Red dogs in May 2023 – instead of extending their deadline - with 21 empty kennels in the shelter - nearly half of the 56 total kennels in the shelter. Then to justify his actions – he claimed these two sweet dogs had behavioral issues when in fact, they were still available for adoption to the general public!!!
He allowed staff to send 124 animals to a “rescue” that did NOT have a registered 501c3 nonprofit status; this rescue had multiple, inhumane conditions; despite the fact that they were warned by an Animal Advocate, of all the huge red flags of how the “rescue” is ran, from the owner, herself. Some of the inhumane conditions are as follows:
*Dog maulings
*Pig mauling
*The animals are NOT kenneled or separated in any way, so each time they received dogs who were not “other dog friendly” you can guess what this led to – fights and attacks
*Dogs rec’d no medical care, there were dogs who were sick or emaciated
*Only two water containers of stagnant green/black water for them to drink – which can make dogs sick!
*ONE metal shed for shelter which only HALF was available for the dogs because other half was separated for pigs – meaning some dogs are literally stuck in whatever inclement weather there is at the time – NOW WE HAVE FRIGID TEMPS AND THESE ANIMALS WILL ALL SUFFER EVEN MORE THAN THEY ALREADY WERE
*They allow their adopters to “be responsible and get their adopted pets spayed/neutered”. The ones who are not already fixed from BAC.
*No telling how many of their “free-roaming” cats were attacked and torn to shreds because of all the dogs who were sent there that were NOT cat friendly!
*They fed the dogs by ripping open bags and dumping on the ground or in a kiddie pool – causing unknown numbers of fights, maulings, deaths. No way senior dogs, smaller dogs, weaker dogs or puppies could eat – how would they?
*With only two owners, one being a disabled vet, and I was told by the owner they had ONE volunteer who only helped randomly at that time – how did this giant amount of animals EVER GET ANY ATTENTION OR LOVE OR INTERACTION?
*These are just SOME of the inhumane conditions – yet BAC continued from March to August 2025 to send dogs (and 11 cats/kittens) every month – 124 total!!!!
***THEY STILL DO NOT ACCEPT RESPONSIBILITY AND ARE NOW BLAMING THIS SITUATION ON THE FORMER RESCUE COORDINATOR WHO HAPPENS TO NO LONGER BE THERE, WHICH IS CONVENIENT.
***THEY CLAIM THEY NEVER KNEW ABOUT ALL OF THE ABOVE CONDITIONS – YET ARE FORGETTING NOT ONLY WAS I POSTING NUMEROUS POSTS REPEATEDLY BUT THE VOLUNTEER TRANSPORTERS WHO WENT OUT THERE TO BROWNS KNOWS SAID THEY TOLD STAFF NUMEROUS TIMES HOW BAD CONDITIONS WERE OUT THERE, YET THEY KEPT ON SENDING INNOCENT DOGS OUT THERE.
***THEY NEED TO HAVE CONSEQUENCES – THERE NEEDS TO BE AN INVESTIGATION – AND UNLIKE 2.5 YEARS AGO WHERE NO ONE AT CITY HALL EVER INTERVIEWED ME AT ALL
– I NEED TO BE INTERVIEWED AND THE TRANPORTER IS WILLING TO BE INTERVIEWED.
***THESE ANIMALS NEED JUSTICE AND THE ONES STILL ALIVE NEED TO BE SAVED AND PLACED INTO FOSTER HOMES – NOT THE SHELTER!!!!
He is never in the shelter to supervise his staff. After adding two outside runs to the building of the shelter, several years have passed and he still has not ever enclose them – meaning the dogs are in extreme temps during summers and winters – instead of having central heat/air like the dogs on the inside of the shelter. One of the two sides is RARELY ever used due to the fact that the sun directly hits that run – meaning thousands of dollars were wasted. During winters, the dogs are in 20s, 30s and 40 degree temperatures.
He's never there, so staff are not supervised.
These are just some, not all, of the ways that BAC is being mismanaged and knowingly participating in animal abuse by sending 124 dogs/cats to an inhumane “so called” rescue.
I have repeatedly reached out to city council members – especially in regard to the Browns Knows situation and not one of them did anything either – and as a matter of fact NO ONE FROM BAC TO CITY HALL TO THE MAYOR IS DOING ANYTHING BUT IGNORING IT AND SWEEPING IT UNDER THE RUG AND DENYING RESPONSIBILITY!!!!
We formally demand:
1 The immediate removal or reassignment of current leadership at Beaumont Animal Care.
2 An independent investigation into shelter practices, euthanasia decisions, transfers, and retaliation claims.
3 Full transparency regarding animal outcomes, transfers, and use of public funds.
4 Appointment of qualified, humane leadership committed to ethical animal welfare standards.
The animals and the community deserve better. There should be accountability, transparency and uniformity in the way standard operating procedures are carried out.
