PETITION FOR AN INDEPENDENT INVESTIGATION OF THE BEAUFORT HOUSING AUTHORITY
A Collective Request from Residents for Accountability, Transparency, and Meaningful Change
TO THE APPROPRIATE STATE, FEDERAL, GOVERNMENTAL, REGULATORY, OVERSIGHT, AND INVESTIGATIVE AUTHORITIES WITH JURISDICTION OVER THE BEAUFORT HOUSING AUTHORITY:
We, the undersigned residents, former residents, individuals with firsthand knowledge of concerns involving the Beaufort Housing Authority (BHA), and people that agree there needs to be changes made, are coming together to request an independent investigation into the operations, staff conduct, management practices, financial/accounting practices, and Board oversight of the Beaufort Housing Authority.
This petition is not a request for another internal investigation by BHA. Residents have repeatedly raised concerns and sought assistance through internal channels. Many residents believe their concerns have not received meaningful or adequate resolution.
We are therefore asking for outside oversight and an independent investigation.
The concerns raised by residents involve the Beaufort Housing Authority's staff and administration, as well as the oversight provided by its Board of Commissioners, including Board President Ethan James, and the administration of Acting Director Aris Hanchard.
We understand that Acting Director Aris Hanchard is expected to leave BHA and return to Charleston Housing Authority (CHA) around the end of September or sometime in October. Her anticipated departure makes timely review especially important. A change in leadership should not prevent legitimate concerns about actions, decisions, or conduct occurring during her tenure from being investigated and held accountable where appropriate.
WHY RESIDENTS ARE ASKING FOR AN INVESTIGATION
Residents have reported, experienced, or witnessed concerns involving:
Housing Conditions, Maintenance, and Repairs
Residents have raised concerns about poor or unsafe housing conditions, delayed maintenance, incomplete repairs, recurring problems, and repairs that residents believe were reported as completed without adequately resolving the underlying issue.
We are asking for maintenance requests, work orders, inspection records, repair histories, and related complaints to be reviewed to determine whether residents' housing concerns are being properly addressed.
Staff Conduct, Harassment, Retaliation, and Treatment of Residents
Residents have reported concerns regarding harsh, disrespectful, dismissive, intimidating, confrontational, or otherwise inappropriate communication and treatment by BHA staff.
Residents have also raised concerns about possible harassment, retaliation, intimidation, or adverse treatment after making complaints, reporting problems, questioning decisions, requesting assistance, or seeking outside help.
We are asking investigators to determine whether these are isolated incidents or evidence of a broader pattern of inappropriate conduct or misuse of authority.
Rent Payments, Resident Accounts, and Records
Residents have raised concerns about rental payments and account balances, including situations in which payments appear to residents to be missing, uncredited, incorrectly recorded, unexplained, or inconsistent with their understanding of their accounts.
Because these records directly affect residents' housing and financial obligations, we are asking that appropriate authorities review resident accounts, payments, credits, charges, adjustments, and related records where warranted.
Administration, Complaint Handling, and Leadership Oversight
Residents have concerns about how BHA complaints are received, documented, investigated, and resolved, particularly when complaints involve BHA employees or management.
We are asking investigators to examine whether policies and procedures are being applied consistently, whether residents are receiving accurate information, whether complaints are being properly investigated, whether conflicts of interest exist in internal investigations, and whether staff and management are being adequately supervised and held accountable.
We also request an examination of the Board of Commissioners' oversight and response to significant resident concerns, including the actions and responses of Board President Ethan James.
WHAT WE ARE ASKING FOR
We respectfully request that the appropriate authorities:
1. Conduct an independent investigation into the Beaufort Housing Authority and the concerns raised by residents.
2. Review staff conduct, including allegations of harassment, retaliation, intimidation, mistreatment, and misuse or improper exercise of authority.
3. Review maintenance records, inspections, work orders, and repair histories.
4. Review resident rental accounts and financial records where concerns regarding missing, uncredited, incorrectly recorded, or unexplained payments or charges have been raised.
5. Examine how resident complaints are handled and whether residents have a meaningful avenue for independent review.
6. Review the actions and oversight of BHA leadership, including Acting Director Aris Hanchard and Board President Ethan James, as part of the overall investigation.
7. Determine whether the concerns represent isolated incidents or broader systemic problems within BHA.
8. Interview residents and review relevant documentation and records.
9. Take or recommend appropriate corrective, administrative, regulatory, or other action if misconduct, violations, mismanagement, or systemic deficiencies are substantiated.
WE ARE ASKING FOR HELP BECAUSE WE HAVE ALREADY ASKED INTERNALLY
This petition is not about creating conflict or attacking individual employees.
It is about residents who believe they have repeatedly asked for help, reported problems, requested explanations, and attempted to resolve concerns through internal channels without receiving adequate resolution.
We are not asking outside authorities to automatically believe every allegation.
We are asking them to investigate.
We want the facts established through records, documentation, interviews, policies, financial information, maintenance records, resident accounts, and other relevant evidence.
Residents deserve to know that when serious concerns are repeatedly raised, they will not simply be dismissed or handled indefinitely within the same system.
LEADERSHIP CHANGES SHOULD NOT ERASE ACCOUNTABILITY.
We respectfully ask the appropriate authorities to listen to residents, examine the evidence, investigate the concerns, and determine what action is necessary.
Our goal is simple:
Accountability.
Transparency.
Fair treatment.
Properly maintained homes.
Accurate records.
Professional conduct.
Protection from retaliation.
And meaningful change for the residents of the Beaufort Housing Authority.
