PETITION FOR IMMEDIATE OVERSIGHT AND ACCOUNTABILITY OF NECCOG ANIMAL CONTROL

The Issue

WE THE PEOPLE ARE DONE WITH NECCOG’S NEGLIGENCE

This is not a polite request.
This is a formal, collective demand from the community.

We, the taxpayers, the advocates, and the voices for those who cannot speak, are angry, fed up, and done with the ongoing failures of NECCOG Animal Control. The pattern of negligence is no longer questionable. It is proven, repeated, and completely unacceptable.

NECCOG has failed. Not once. Not twice. But over and over again.

  • Animals in need are ignored.
  • Stray and abandoned dogs are left to fend for themselves.
  • Concerned residents are met with dismissive, rude, and unprofessional responses.

This is not just poor service. 

This is a complete breakdown of responsibility.

LET’S BE VERY CLEAR

  • A “wellbeing check” is not asking for photos. That is negligence.
  • Ignoring stray or abandoned dogs is negligence.
  • Misleading the public about what qualifies as an “emergency” is negligence.
  • Failing to show up when animals are reported in need is negligence.

There is no gray area here.

THIS IS HAPPENING IN OUR COMMUNITIES
When reports were made about neglected puppies, NECCOG failed to show up and instead relied on photos. That is not acceptable. That is a failure to protect vulnerable animals.

Then there is Charlotte.

A severely neglected dog whose condition should have triggered immediate, in-person action. Instead, NECCOG once again failed to act appropriately. No proper wellbeing check. No meaningful follow-through.

This is not an isolated situation.
This is a pattern.

EXPANDING!?

They’re not “expanding.” This was calculated.

Jim Rivers played this exactly how he needed to. He knew these small towns wouldn’t be able to secure their own facility or hire officers before the deadline, forcing them into a position where they had no real choice but to say no.

And what happens next?

Those same towns now have to PAY NECCOG for services.

So let’s be clear.. this isn’t expansion. This is positioning.

They couldn’t meet the needs of the communities they already serve, and now they’re profiting off more.

Let us be clear about what that means:

  • More neglect.
  • Slower response times.
  • More animals left without help.
  • More communities ignored.

This is not growth.
This is the expansion of failure for profit.

WE THE PEOPLE DEMAND ACTION NOW

We are not asking. We are demanding:

  • Independent, external oversight of NECCOG Animal Control
  • Full transparency of policies, including clear definitions of emergencies and response protocols
  • Mandatory in-person welfare checks for ALL reported animal welfare concerns, with documented proof and evidence of each response
  • Immediate accountability for failures to respond or perform duties
  • Strict enforcement of professional conduct for all staff 

ENOUGH IS ENOUGH
We refuse to continue funding a system that does not do its job.

We refuse to accept excuses.
We refuse to be ignored.
We refuse to stay silent while animals suffer and communities are failed.

This ends now. 

FORMAL DEMAND
We expect a public, written response detailing:

  • Immediate corrective actions
  • A clear and enforceable plan for accountability

Failure to act will only further prove what we already know
