We Demand Transparency, Accountability, and Humane Treatment for Texas Shelter Animals

We, the concerned citizens, animal advocates, volunteers, and community members, call for an immediate and independent investigation into the operations of:

BARC Animal Shelter & Adoptions (Houston, Texas) under Director Corey Steele
San Antonio Animal Care Services (San Antonio, Texas) under Director Jonathan Gary
The welfare of innocent animals — and the trust of the public — is at stake.

 

Why We Are Taking Action

1. Suspiciously High Euthanasia Rates

There is growing concern that potentially unethical motives, including financial incentives, may be influencing the high euthanasia rates at both shelters.
No publicly funded animal welfare agency should ever prioritize financial gain over the lives of animals who deserve compassion and a second chance.

2. Dogs Disappearing Without Explanation

Community members, volunteers, and rescue partners have reported alarming numbers of dogs suddenly disappearing, only to later learn they were euthanized quietly and without transparency.
This pattern raises serious questions about whether proper protocols are being followed — or intentionally avoided.

3. Lack of Transparency and Public Accountability

These shelters operate with taxpayer funding. The public has the right to know:

How decisions are being made
Whether records are accurate and complete
Whether financial incentives or third‑party contracts are influencing euthanasia decisions
Whether leadership is acting ethically and responsibly
 

What We Are Demanding

We call for a full, independent audit and investigation, including:

Financial records and money flow
Euthanasia logs and justification documentation
Intake and outcome data
Contracts with vendors or third‑party organizations
Internal communications related to euthanasia decisions
Oversight, staffing, and training practices
Any incentives tied to euthanasia, intake reduction, or cost‑cutting
We also demand an investigation into all individuals named in this petition, including:

Corey Steele, Director of BARC
Jonathan Gary, Director of San Antonio ACS
Any staff or contractors involved in euthanasia decisions or financial management
No one should be exempt from scrutiny when lives are at stake.
