The Constitution of the United States, through the Fourteenth Amendment, guarantees due process of law and equal protection under the law for all citizens. These protections apply directly to proceedings in state courts, including family law matters, under the authority of: U.S. Const. amend. XIV, § 1 – No state shall deprive any person of life, liberty, or property, without due process of law, nor deny any person the equal protection of the laws. 
Furthermore, federal statutes empower the United States to intervene when public officials under color of law engage in patterns of misconduct, fraud, or civil rights abuses: 42 U.S.C. § 1983 – Civil action for deprivation of rights 
18 U.S.C. § 242 – Criminal penalty for deprivation of rights under color of law 
42 U.S.C. § 14141 – Pattern or practice of constitutional violations 
18 U.S.C. § 1346 – Honest services fraud 
18 U.S.C. § 1962 – Racketeering (RICO)

 GROUNDS FOR INVESTIGATION We assert that the conduct of the aforementioned judges has resulted in widespread and ongoing constitutional harm, including but not limited to: 1. Violation of Procedural Due Process
Orders affecting fundamental rights to child custody, visitation, and parental liberty are routinely issued without hearings, notice, or proper legal findings. 
Courts rely on unreliable or fabricated evidence, including drug tests from unlicensed vendors like National Screening Center (NSC), with no opportunity for cross-examination or rebuttal. 
2. Systemic Denial of Equal Protection
Judicial decisions demonstrate bias against certain litigants, including pro se parents, minorities, and those without financial means. 
Court-appointed attorneys and experts are assigned repeatedly based on political loyalty or financial ties, not merit or neutrality. 
3. Abuse of Judicial Discretion and Honest Services Fraud
Judges continue to appoint the same mediators, custody evaluators, and service providers—many of whom fund judicial campaign events or appear at Bar functions as sponsors. 
These appointments reflect conflicts of interest and raise significant concerns of self-dealing and abuse of authority. 
4. Chilling of Constitutional Rights
Parents who challenge the system, request accountability, or attempt to assert rights under state or federal law are often retaliated against through punitive orders or loss of custody. 
 WHAT WE ARE DEMANDING
We call upon the U.S. Department of Justice, the U.S. Attorney for the Western District of Texas, and any relevant federal authority to: Open a formal investigation into constitutional violations and civil rights abuses within the Harris County Family Courts; 
Review the conduct, rulings, and appointment records of the judges named in this petition; 
Investigate the financial and professional relationships between judges, bar associations, CLE sponsors, and recurring appointees (including Bruce Jefferies and NSC); 
Provide a public report and recommend corrective action, including referral for impeachment, judicial discipline, or criminal prosecution where appropriate; 
Ensure federal monitoring of family court proceedings where due process is routinely denied or constitutional rights are endangered.  *********  

PARENTS ARE COMING TOGETHER — NOW WE DOCUMENT THE RECORD
When I created this petition, I asked for an independent investigation into constitutional violations, judicial accountability, financial relationships, court appointments, and systemic concerns within the Harris County family courts.

Since then, something important has happened:

Parents have continued signing, sharing, commenting, and contacting one another.

This petition was never about one parent or one case.

It is about whether parents and children are receiving the constitutional protections they are entitled to when government exercises extraordinary authority over families.

TEXAS HAS NOW EXPRESSLY PROTECTED PARENTAL RIGHTS
Texas has since added an express parental-rights provision to its Constitution recognizing a parent's fundamental right to the care, custody, and control of the parent's child, including decisions concerning the child's upbringing.

That makes transparency and accountability in family-court proceedings even more important.

We are expanding the effort to include a public-record transparency project:

The goal is to document, from public records:

the authority and actual docket of each family court;
judicial campaign contributions;
attorney and law-firm contributors;
court appointments;
appointment-wheel records;
attorneys' State Bar numbers;
court-directed vendors and service providers;
appointment and payment records;
judicial financial disclosures;
recurring professional relationships;
appellate records;
standing orders and local rules; and
other records relevant to judicial transparency.
This includes any court appointment or court-directed financial relationship, whether it occurred once or repeatedly.

A contribution or appointment alone does not establish wrongdoing.

But the public should be able to see the records and determine whether relationships among campaign money, appointments, referrals, vendors, and court-generated income warrant further investigation.

PROTECTING FAMILIES FROM FALSE ALLEGATIONS
We will also begin providing parents with practical information about protecting themselves when serious allegations are made.

Parents should know how to:

preserve evidence;
document exactly when an allegation was made;
distinguish an allegation from an established fact;
request the factual basis for accusations;
preserve texts, emails, reports, testing records, and court documents;
build allegation-to-evidence timelines;
identify contradictory evidence;
challenge unreliable forensic or drug-testing evidence through lawful procedures;
request appropriate findings;
preserve issues for review; and
maintain an accurate record when allegations continue to be repeated.
We will also develop reusable templates that parents can adapt to their own circumstances.

FOLLOW THE RECORDS
The purpose is not to convict anyone through social media.

It is to collect and compare actual records:

Court filings.
Transcripts.
Orders.
State Bar numbers.
Appointment wheels.
Appointment records.
Payment records.
Campaign-finance reports.
Financial disclosures.
Laboratory records.
Contracts.
Public records.

If the records show nothing improper, the records should demonstrate that.

If they reveal patterns requiring investigation, those patterns should not be ignored.

PARENTS NEED TO STICK TOGETHER
Mothers and fathers should not be divided against one another.

A mother should care when a father's constitutional rights are denied.

A father should care when a mother's constitutional rights are denied.

Represented parents should care whether self-represented parents receive meaningful access to justice.

Parents should help one another preserve records, understand procedures, and identify patterns supported by evidence.

Know your rights.
Know your judge.
Know the appointments.
Know the money.
Know the record.

And most importantly:

Parents need to stick together.
