PETITION FOR ENHANCED SECURITY AND TRAINING MEASURES FOR DALLAS COMMUTER RAIL OPERATIONS

PETITION FOR ENHANCED SECURITY AND TRAINING MEASURES FOR DALLAS COMMUTER RAIL OPERATIONS
The Issue
Protect Dallas Commuter Trains — Empower and Equip Rail Supervisors for Passenger Safety
To:
Dallas Area Rapid Transit (DART) Board of Directors
City of Dallas Council Members
Dallas County Commissioners Court
Office of the Governor of Texas
The Issue
In recent weeks, violent shootings aboard Dallas commuter trains have shocked our community and shaken public confidence in the safety of our transit system. Riders and employees should never have to fear for their lives while simply getting to work or serving the public.
Rail operations supervisors and other front-line personnel are often the first — and sometimes only — individuals present when violence erupts. Yet they currently have no means to defend themselves or protect passengers during life-threatening emergencies.
Our Call to Action
We, the undersigned, call upon DART and Dallas-area policymakers to take immediate and responsible action to enhance safety aboard our public rail system.
Specifically, we urge the creation of a pilot program that:
1. Provides specialized defensive and firearm training to select, vetted rail operations supervisors who are directly exposed to commuter environments.
2. Authorizes these trained supervisors to carry concealed defensive weapons, used only in cases of imminent, life-threatening danger, mirroring limited-authority safety models used in some Texas schools.
3. Expands partnerships between DART Police and local law enforcement, ensuring faster response times and better coordination.
4. Implements de-escalation and mental health crisis training for all front-line employees to prevent and defuse potential conflicts before they turn violent.
5. Establishes transparent oversight to ensure proper training, accountability, and ongoing public trust.
Why This Matters
Dallas deserves a commuter rail system that’s safe for both riders and staff.
This proposal is not about turning supervisors into law enforcement officers — it’s about giving those already in harm’s way the tools, training, and confidence to respond when seconds matter.
The Benefits
Faster emergency response: Supervisors can act immediately when police are minutes away.
Lives saved: Quick defensive action can stop threats before they escalate.
Visible deterrent: Potential offenders are less likely to act when staff are trained and prepared.
Empowered workforce: Employees feel safer and more confident performing their duties.
The Concerns — and the Balance
We recognize valid concerns about introducing firearms into public transit spaces.
That’s why this proposal calls for strict vetting, psychological screening, certified training, and ongoing oversight.
The intent is protection, not policing.
Our Vision
We envision a safer, more secure Dallas transit system — one that passengers can ride and employees can operate without fear.
By responsibly empowering those already on the front lines, we can prevent tragedies, save lives, and restore public trust in our commuter rail network.
