Petition for designated residential parking spaces
The Issue
PETITION FOR DESIGNATED RESIDENTIAL PARKING SPACES
To the Residents and City Officials of Portsmouth, OH:
We, the undersigned residents, are requesting consideration of a residential parking policy for homes located within the city limits that have no driveway.
The purpose of this petition is to establish a fair and organized residential parking system in which each residence is designated one parking space directly in front of or reasonably near their home, when a suitable space is available and they don’t have access to a drive way of their own.
Proposed Policy
Each residence would be permitted one designated parking space on the street.
The designated space would preferably be located directly in front of the resident’s home when the street layout and parking regulations allow.
If appropriate, the space could be marked with the corresponding house number or another city-approved designation so residents can clearly identify which space belongs to which residence.
Only one designated space would be permitted per residence, regardless of the number of vehicles owned by the household.
Designated spaces would remain subject to all existing parking laws, including restrictions for fire hydrants, driveways, intersections, emergency access, snow removal, street maintenance, and other safety requirements.
The system would be intended to provide residents with one reasonable and consistent parking space, while maintaining fairness for everyone living on the street and all visitors.
Why This Matters
Parking can become difficult and frustrating in residential neighborhoods, particularly where multiple households compete for limited street parking. A clearly designated one-space-per-house system could help reduce disputes, improve organization, and provide residents with a reasonable expectation of where they may park near their home.
This proposal is not intended to give any household exclusive control over multiple parking spaces or an entire section of roadway. Rather, it is intended to create a simple one-home, one-designated-space system that treats residents equally.
By signing below, I am expressing my support for the City to review, consider, and potentially establish a designated residential parking program consistent with the proposal described above.
We respectfully ask our city officials to consider this proposal and work with residents to determine whether and how such a program could be safely and legally implemented.
RESIDENT SUPPORT
By signing below, I support the proposal for a one-designated-parking-space-per-residence system within the city limits if resident does not have a driveway.
