PETITION FOR DEDICATED FUNDING AND THE CREATION OF AN ANIMAL CRUELTY TASK FORCE IN YOUNGSTOWN AND MAHONING COUNTY
To: The Mayor of Youngstown, Youngstown City Council, the Mahoning County Board of Commissioners, the Mahoning County Prosecutor, and other relevant public officials
We, the undersigned residents, taxpayers, and supporters of animal welfare, respectfully urge local officials to take immediate action to strengthen the investigation, enforcement, and prosecution of animal cruelty crimes in Youngstown and Mahoning County.
Animal cruelty is a serious public safety issue that affects both animals and the broader community. Numerous studies have shown a connection between animal abuse and other forms of violence. Effective enforcement requires trained investigators, veterinary evidence, shelter resources, legal support, and coordinated prosecution efforts.
Animal Charity of Ohio has long served as a critical resource for the protection of animals in Mahoning County and has played an important role in investigating cruelty and neglect cases. However, the growing demand for these services requires stronger and more reliable public support.
Therefore, we call upon local officials in the city of Youngstown and Mahoning County to:
•Establish dedicated annual funding for animal cruelty investigations, enforcement, and prosecution efforts in Youngstown and Mahoning County.
•Provide regular, recurring budget appropriations sufficient to support humane investigations, evidence collection, veterinary examinations, emergency animal rescue operations, and case preparation for prosecution.
•Develop partnerships, contracts, grants, or other funding mechanisms that provide ongoing financial support to Animal Charity of Ohio and other agencies that assist with animal cruelty investigations and enforcement.
•Create a Mahoning County Animal Cruelty Task Force consisting of representatives from:
Animal Charity of Ohio
The Mahoning County Prosecutor's Office
Local law enforcement agencies
The Mahoning County Sheriff's Office
Veterinary professionals
Animal welfare advocates
Relevant municipal and county officials
•Charge the Animal Cruelty Task Force with:
Coordinating investigations and enforcement efforts
Identifying funding needs and grant opportunities
Recommending policy improvements
Tracking cruelty case outcomes
Reporting annually to the public on animal cruelty enforcement activities
•Require annual public reporting on:
Animal cruelty complaints received
Investigations conducted
Charges filed
Convictions obtained
Animals rescued
Funding allocated and utilized
•Require the Animal Cruelty Task Force to hold quarterly public meetings to provide updates on enforcement efforts, receive community input, discuss ongoing challenges, identify resource needs, and promote transparency and accountability.
•Adopt a formal resolution recognizing animal cruelty as a public safety issue and enforcement priority in Youngstown and Mahoning County, and affirm the commitment of local officials, law enforcement agencies, and prosecutors to the vigorous investigation and prosecution of animal cruelty offenses.
The citizens of Youngstown and Mahoning County deserve a community where animal cruelty is taken seriously, investigated thoroughly, and prosecuted effectively. We believe that dedicated funding, improved coordination, and public accountability will help protect vulnerable animals, strengthen public safety, and ensure that offenders are held accountable.
