PETITION PURPOSE

We, the undersigned residents, neighbors, and owners of Baltic II in the Colwood Community, petition the Capital Regional District (CRD) Animal Control and our Strata Council to take immediate, mandatory enforcement action regarding the dog known as "Duke" located at 3223 Selleck Way.

We believe that the current classification of Duke as merely "aggressive" fails to reflect the severe and ongoing risk to human life and neighborhood pets.

GROUNDS FOR ACTION

Pattern of Severe On-Leash Attacks: Duke has previously engaged in two separate, near-fatal attacks on neighborhood dogs while fully restrained on a leash. Physical leash restraint alone has proven insufficient to protect the community.

Attack on a Child: Duke recently launched an unprovoked attack on a child in our community. Major physical disfigurement was only prevented due to immediate adult intervention.

Failure of Current Controls: CRD Animal Control's current regulatory designation does not require mandatory muzzling in common areas or private property pathways, leaving residents, children, and pets in immediate danger.

Strata Bylaw Breach: Under standard Strata bylaws and safety rules, pets must not pose a threat, hazard, or unreasonable nuisance to residents. Duke’s presence in common areas presents an unmanageable safety liability.

DEMANDS / ACTION REQUESTED

We urgently request the following measures be enforced immediately:

CRD Animal Control: Re-evaluate Duke's designation to "Dangerous Dog" based on the cumulative history of attacks, enforcing mandatory muzzling in all public spaces at all times.

Strata Council: Issue an immediate order under building safety and nuisance bylaws requiring Duke to be permanently muzzled and short-leashed while on any common property, or issue an order for the permanent removal of Duke from the premises.
