Petition for Community Financial Transparency and Assistance from Prince George’s County
The Issue
Petition for Community Financial Transparency and Assistance from Prince George’s County
To: Windsor Crossing Homeowners Association Board of Directors and Management Company
And: Prince George’s County Common Ownership Communities Program
Purpose of This Petition
We, the undersigned homeowners of Windsor Crossing, are joining together to request assistance from Prince George’s County's Common Ownership Communities (COC) program regarding concerns about the financial transparency, accounting, and management of our homeowners association.
Our goal is to address these concerns in a professional, factual, and non-accusatory manner and to seek appropriate resources, guidance, education, and alternative dispute-resolution assistance available to homeowners and common ownership communities through Prince George’s County.
The Financial Concern
Homeowners have been informed or have documentation indicating that the Association's reserve funds were previously approximately $711,588.
We understand that the current reserve balance is reportedly approximately $1,000, representing an apparent difference of approximately $711,588. The management company CMC recently shared they created another reserve account with no explanation, so now we have two reserve accounts.
We recognize that this difference does not, by itself, establish that any funds were stolen, misused, or improperly spent. Reserve funds may have been used for legitimate repairs, capital projects, transfers, or other authorized Association expenses.
However, homeowners believe that a financial change of this magnitude warrants a clear explanation and supporting documentation so that members of the community can understand what happened to the Association's reserves.
Request for County Assistance
Rather than attempting to resolve these concerns individually, we are asking Prince George’s County's Common Ownership Communities program to provide the community with appropriate guidance and assistance concerning:
The rights and responsibilities of homeowners and the Association regarding financial transparency and access to Association records.
Appropriate procedures for requesting and reviewing HOA financial records.
Available education and resources concerning HOA governance and financial management.
Available alternative dispute-resolution services that may assist homeowners and the Association in resolving these concerns.
Guidance regarding appropriate next steps if homeowners remain unable to obtain a satisfactory accounting or explanation from the Association.
We believe that involving the County's Common Ownership Communities at this stage may provide an objective and constructive avenue for addressing these concerns before the matter becomes more serious or requires formal legal action.
What We Are Asking the HOA Board and Management Company to Do
We respectfully request that the Board and Management Company cooperate with this process by:
Acknowledging the homeowners' concerns regarding the substantial change in the Association's reserve balance.
Providing homeowners with a clear explanation of the transactions and expenditures that account for the apparent difference between approximately $711,588 and $1,000 in reserves.
Making appropriate financial records available for homeowner review as permitted by Maryland law and the Association's governing documents.
Cooperating with any appropriate educational, mediation, or alternative dispute-resolution process facilitated or recommended by Prince George’s County.
Providing homeowners with a reasonable opportunity to ask questions and receive answers concerning the Association's finances.
We Are Seeking Answers — Not Making Accusations
This petition is not an accusation of theft, fraud, or wrongdoing against any Board member, homeowner, employee, or management company.
We are asking for transparency and accountability because homeowners have a legitimate interest in understanding the financial condition of the community and how approximately $710,588 in reserve funds was accounted for.
If the funds were properly spent on legitimate Association purposes, homeowners should be able to understand and verify where the money went.
If there are accounting discrepancies, missing documentation, unauthorized expenditures, or other concerns, we believe those issues should be identified and addressed through the appropriate channels.
Our objective is simple:
We want the homeowners of Windsor Crossing to have a clear, documented understanding of the Association's finances and an appropriate process for resolving any outstanding questions.
Homeowner Support
By signing below, we are expressing our support for seeking assistance from Prince George’s County's Common Ownership Communities program and for working collectively toward greater financial transparency, accountability, and constructive resolution of these concerns.
We respectfully request that the County provide whatever education, resources, guidance, and alternative dispute-resolution assistance may be appropriate under its Common Ownership Communities program.
