We, the undersigned residents and families of the Highgate community, respectfully request that the Panama-Buena Vista School District conduct an immediate review of attendance boundaries, enrollment practices, and capacity planning for Highgate Elementary.

Highgate Elementary was originally opened and zoned during an earlier stage of neighborhood development, when enrollment projections and housing occupancy were significantly lower. Since that time, the surrounding community has experienced rapid residential growth, with many new families moving into the area specifically because of the school’s assigned attendance boundaries and strong academic reputation.

Despite living within walking distance of the school and within the established attendance area, multiple neighborhood families are now being overflowed or redirected to other campuses due to capacity limitations. We believe resident families assigned to the school should be prioritized and that current enrollment conditions warrant immediate review and action.

We respectfully request that the district:

- Conduct a formal attendance boundary review for Highgate Elementary 
- Reevaluate enrollment projections based on current and projected neighborhood growth
- Prioritize resident and walk-zone families for enrollment placement
- Review and strengthen address verification and transfer procedures
- Provide transparent communication regarding campus capacity and future planning
- Develop a long-term enrollment strategy that reflects continued residential development in the area

Our goal is to work collaboratively with the district to ensure fair access, responsible planning, and a strong neighborhood school community for current and future students.
