PETITION FOR AN URGENT GENERAL ASSEMBLY MEETING
HOUSTON VETERAN SOCCER CLUB (HVSC)
Date: September 30, 2026
TO: THE GENERAL ASSEMBLY OF THE HOUSTON VETERAN SOCCER CLUB
SUBJECT: PETITION FOR AN URGENT GENERAL ASSEMBLY MEETING TO
ADDRESS THE CONSTITUTIONAL CRISIS, REVIEW THE SEPTEMBER 27, 2026
CONSTITUTIONAL AMENDMENT PROCESS, AND PROTECT THE INTEGRITY OF
THE 2026 ELECTIONS
We, the undersigned members of the Houston Veteran Soccer Club (HVSC),
respectfully petition the General Assembly (GA) to convene an urgent and properly
constituted General Assembly meeting at a date, time, and location to be determined and communicated to the membership.
This petition arises from serious procedural and governance concerns surrounding the
General Assembly meeting held on September 27, 2026, particularly the manner in
which proposed amendments to the HVSC Constitution were presented, considered
adopted, and subsequently represented as the governing Constitution of the Club.
This petition is not intended to prejudge any individual or faction. Its purpose is to
ensure that the Club's governing document is established through a process that is
transparent, properly documented, constitutionally compliant, and accepted by the
General Assembly.
I. CONSTITUTIONAL BASIS
The HVSC Constitution expressly establishes the General Assembly as the supreme
law-making and decision-making body of HVSC. It further provides that constitutional
amendments require approval by the required percentage of members present at the
General Assembly.
More specifically, Chapter VI, Article II – Adoption and Commencement provides:
1. The Constitution may be amended by proposals made by the General Assembly.
2. Amendments tabled during a GA meeting are to be discussed and voted upon during
the next GA meeting.
3. An amendment takes effect if it is voted upon and approved.
4. The Secretary General is responsible for updating the Constitution.
5. Any amendment must be passed by 60% of registered members present during the
General Assembly deliberation.
The Constitution also expressly provides that the GA is the supreme law-making and
decision-making authority of the Club.
Accordingly, the central question before the membership is whether the constitutional
amendment process followed on September 27, 2026 complied with these
requirements.
II. THE SEPTEMBER 27, 2026 CONSTITUTIONAL PROCESS
A draft containing proposed amendments to the HVSC Constitution was circulated for
consideration by the Club.
The proposed amendments contain substantial changes to the governance and
electoral structure of HVSC, including:
- changing the election of the President and Vice President to a joint ticket;
- abolishing the existing list system for other EXCO positions;
- providing for individual elections for other EXCO positions;
- changing the proposed term of office for EXCO members;
- restructuring the Disciplinary Committee;
- creating additional committees and governance positions; and
- making changes to the electoral process.
These are substantive changes to the governing framework of HVSC and, therefore,
require strict adherence to the amendment procedure established by the Constitution.
The concern requiring urgent GA review is that the document subsequently presented
as the amended Constitution was reportedly signed and adopted following the
September 27 meeting, notwithstanding the constitutional language requiring proposed
amendments to proceed through the prescribed discussion and voting process.
The issue before the GA is therefore not simply whether members agree or disagree
with particular amendments.
The fundamental issue is whether the document was validly adopted in accordance with
the Constitution.
III. THE CONSTITUTIONAL CRISIS
A constitution is the governing framework of an organization. Its legitimacy depends not
only on the substance of its provisions but also on the integrity of the process through
which those provisions are adopted.
If the Constitution requires proposed amendments to be properly presented, discussed,
voted upon, and approved by the required threshold, those requirements must be
respected.
Otherwise, uncertainty is created regarding:
- which Constitution is currently in force;
- which bylaws governs the tenure of the current EXCO;
- which provisions govern the Club;
- which election rules apply to the 2026 election;
- what term limits apply to elected officers;
- how candidates are to qualify and run for office;
- who has authority to administer the election; and
- what authority the various organs of HVSC possess.
The proposed amendments themselves make significant changes to the electoral
framework. For example, the draft proposes that the President and Vice President run
on a joint ticket and that other EXCO positions be elected individually.
The existing Constitution, however, provides specific election requirements, including
that HVSC elections are held every two years on the first Sunday of November and that
the Elections Committee controls, supervises, and monitors elections.
It is therefore essential that the General Assembly determine, before the 2026 election
proceeds, which constitutional provisions are legally and procedurally in force.
IV. THE 2026 ELECTIONS REQUIRE CLARITY
The timing of this matter makes immediate action particularly important.
The existing Constitution provides for HVSC elections every two years on the first
Sunday of November. It also establishes an Elections Committee consisting of five
members and assigns that committee responsibility for controlling, supervising, and
monitoring elections.
The proposed amendments would materially alter aspects of the electoral structure.
Therefore, proceeding with the 2026 election while there remains uncertainty
concerning which constitutional provisions govern the election could create additional
disputes concerning candidate eligibility, voting procedures, electoral administration,
and the validity of the election itself.
The membership should resolve the constitutional question before the election process
advances further.
V. REQUESTS TO THE GENERAL ASSEMBLY
We respectfully petition the General Assembly to take the following actions:
1. CONVENE AN URGENT GENERAL ASSEMBLY
Convene a properly constituted General Assembly meeting at:
date, time, and location to be determined and communicated to the membership.
for the specific purpose of addressing the constitutional and electoral issues identified in
this petition.
2. REVIEW THE SEPTEMBER 27 CONSTITUTIONAL AMENDMENT PROCESS
Direct the General Assembly to review and establish the factual record concerning:
- the constitutional amendment draft that was presented;
- when and how the draft was circulated to members;
- the amendments actually discussed at the September 27 GA;
- the amendments actually voted upon;
- the number of members present and eligible to vote;
- the votes cast for and against the amendments;
- whether the required 60% threshold was satisfied;
- whether the constitutional requirement that amendments be discussed and voted upon
at the next GA was followed; and
- the authority under which the final document was signed, adopted, or published as the
Constitution of HVSC.
3. DETERMINE THE STATUS OF THE PURPORTEDLY AMENDED CONSTITUTION
Request that the General Assembly formally determine whether the document
presented as the amended Constitution was validly adopted under the existing
Constitution.
Pending that determination, the General Assembly should consider whether
implementation of the disputed amendments should be suspended so that no
irreversible action is taken on the basis of a constitution whose adoption remains under
legitimate question.
If the GA determines that the amendment process was not constitutionally completed,
the GA should take appropriate action to rescind, invalidate, or otherwise set aside the
purported amendments and establish a constitutionally compliant process for
consideration of any proposed amendments.
4. PROTECT THE 2026 ELECTORAL PROCESS
Request that the General Assembly establish, confirm, or reconstitute an independent
Electoral Committee consistent with the applicable constitutional requirements.
The Electoral Committee should be given a clear written mandate to:
- administer the 2026 election;
- establish and publish the eligibility requirements applicable to voters and candidates;
- establish the election timetable;
- receive and verify candidate nominations and required endorsements;
- administer voting and vote counting;
- provide appropriate transparency during the counting process; and
- receive and address election-related challenges in accordance with the governing
Constitution.
5. CLARIFY WHICH ELECTION RULES GOVERN THE 2026 ELECTION
Before nominations, campaigning, voting, or other irreversible electoral actions proceed,
the General Assembly should formally establish which constitutional provisions govern
the 2026 election.
This determination should be recorded in the official minutes and communicated to the
entire membership.
6. PRESERVE THE AUTHORITY OF THE GENERAL ASSEMBLY
Confirm that the General Assembly, as the supreme law-making and decision-making
body of HVSC, retains authority to determine the validity and application of
constitutional provisions and to resolve governance questions arising from the
amendment process.
7. ESTABLISH A CLEAR PATH FORWARD
If the General Assembly determines that additional constitutional amendments are
necessary, require those amendments to be processed in accordance with the
amendment procedure contained in the Constitution, including proper notice, member
review, discussion, voting, and the required approval threshold.
VI. PURPOSE OF THIS PETITION
This petition is submitted in the interest of constitutional order, transparency, due
process, accountability, and institutional stability.
It is not a petition against any individual.
It is not a petition for or against any candidate.
It is not intended to determine the outcome of the 2026 election.
Rather, it seeks to ensure that every member, every candidate, and every elected officer
is subject to the same constitutionally established rules.
The credibility of HVSC depends upon the membership having confidence that its
governing document was properly adopted and that its elections are conducted under
clear, known, and properly established rules.
Resolving these questions now will help prevent further disputes and provide the Club
with a clear and legitimate path forward.
VII. PETITION OF THE MEMBERS
We, the undersigned members of the Houston Veteran Soccer Club, respectfully
petition the General Assembly to convene urgently on date, time, and location to be determined and communicated to the membership, and to:
1. Review the circumstances surrounding the September 27, 2026 General Assembly;
2. Review the constitutional amendment process followed before, during, and after that
meeting;
3. Determine whether the purportedly amended Constitution was validly adopted;
4. Suspend, rescind, invalidate, or otherwise address the disputed amendments as
determined appropriate by the General Assembly;
5. Clarify the Constitution and election rules applicable to the 2026 electoral process;
6. Establish or confirm an independent Electoral Committee with a clear mandate to
administer the election; and
7. Restore constitutional clarity, transparency, accountability, and confidence in the
governance of Houston Veteran Soccer Club.
We respectfully submit this petition to the leadership and General Assembly of HVSC
for immediate consideration and action.

- changing the election of the President and Vice President to a joint ticket;
- abolishing the existing list system for other EXCO positions;
- providing for individual elections for other EXCO positions;
- changing the proposed term of office for EXCO members;
- restructuring the Disciplinary Committee;
- which Constitution is currently in force;
- which bylaws governs the tenure of the current EXCO;
- which provisions govern the Club;
- which election rules apply to the 2026 election;
- what term limits apply to elected officers;
- how candidates are to qualify and run for office;
- the constitutional amendment draft that was presented;
- when and how the draft was circulated to members;
- the amendments actually discussed at the September 27 GA;
- the amendments actually voted upon;
- the number of members present and eligible to vote;
- the votes cast for and against the amendments;
- whether the required 60% threshold was satisfied;
- administer the 2026 election;
- establish and publish the eligibility requirements applicable to voters and candidates;
- establish the election timetable;
- receive and verify candidate nominations and required endorsements;
- administer voting and vote counting;

the General Assembly should formally establish which constitutional provisions govern
the 2026 election.
