The Issue

To:

South Carolina Department of Health and Environmental Control (DHEC)

South Carolina Department of Environmental Services (DES)

Spartanburg County Council

City of Pacolet Water Department

We, the undersigned residents of the Pacolet, SC area, respectfully request immediate action to extend municipal water service to our neighborhood.

Background:

Many residents in this area have experienced severe water supply issues in recent years, including:

-Wells that have gone dry or produce significantly less water.
-Frequent interruptions in household water supply.
-Increased expenses for well repair, replacement, or emergency water delivery.
-Decreased flow in nearby creeks and springs.
-Concerns about water quality, including possible contaminants. Several households have health concerns related to their water, and a neighbor previously reported water quality issues to the U.S. Environmental Protection Agency (EPA) and Senator Tim Scott’s office.

These issues have placed a heavy financial and emotional burden on families, and have created health and safety concerns for our community.

Our Requests:

That the City of Pacolet and Spartanburg County coordinate to extend city water to our neighborhood as quickly as possible.

That hookup/tap fees be reduced or waived for affected households due to the extraordinary costs already incurred for failed or low-producing wells.

That all relevant agencies work together to identify potential funding sources to cover infrastructure costs.

Why This Matters:

Access to clean, reliable water is a basic necessity. Our community needs a long-term, dependable solution that ensures the safety, health, and well-being of residents—especially children, elderly neighbors, and those with health conditions that may be affected by potential water contamination.

We, the undersigned, urge swift action to approve and expedite city water access to our area.
