Petition for a Sensible Solution at Upper College Terrace and Second Street

The Issue

Join Us in stopping the City from taking more downtown parking!

 

We need a four-way stop at this intersection to preserve downtown parking and ensure the safety of pedestrians and drivers.

 

The junction at Upper College Terrace and Second Street is busy and dangerous. Every day, residents and visitors cross this intersection to access Baker Park, the pool, tennis courts, and other amenities—but poor sight lines and  uninterrupted traffic flow make it nearly impossible to do so safely. This is a serious safety concern that affects pedestrians, drivers, and cyclists alike.

 

The City of Frederick is aware of the danger current proposal (to add a pedestrian refuge) shows a lack of understanding and disregard for the community’s needs. The city has chosen a plan that:

 

Adds more ineffective signage: The intersection is already overloaded with signs, and drivers routinely ignore them. This solution is a band-aid at best.
- Removes essential parking: By installing a pedestrian island, the city plans to ELIMINATE 400 feet of vital parking space, punishing residents and visitors who rely on these spots.
- Fails to slow down traffic: A pedestrian island will not compel drivers to reduce their speed or increase attentiveness, leaving pedestrians just as vulnerable as before.

 

Upper College Ter and 2nd Street is surrounding by four-way stops; the city's proposal of a pedestrian refuge will be the first of its kind in downtown Frederick. We demand a four-way stop at this intersection. This straightforward, proven solution would:

 

- Improve Safety Immediately: A four-way stop ensures all vehicles come to a complete halt, giving pedestrians the safe crossing they deserve.
- Align with Nearby Intersections: Surrounding junctions already have four-way stops, making this a logical and consistent choice.
- Preserve Parking: Unlike the city’s flawed plan, a four-way stop retains critical parking spaces that are essential for our community.
