Petition for a Roundabout at the Highway 79 & Highway 77 Intersection (Oracle Junction)

To: Pinal County Board of Supervisors and Arizona Department of Transportation (ADOT)

We, the undersigned residents, commuters, and concerned citizens, respectfully request the evaluation, design, and construction of a modern roundabout at the intersection of Highway 79 and Highway 77, commonly known as Oracle Junction.

This intersection is a critical regional corridor that currently experiences unsafe conditions, traffic congestion, and inefficient traffic flow. Accidents have occurred at this location, and the existing traffic control design contributes to delays, long wait times, and increased risk for motorists.

I have personally witnessed two major accidents where drivers ran the stop sign traveling from Highway 79 onto Highway 77. There have also been numerous other accidents at this intersection, including some that have resulted in fatalities, underscoring the urgent need for improvement.

Why a Roundabout?

According to data from the Federal Highway Administration (FHWA), modern roundabouts:

• Reduce fatal crashes by up to 90%  
• Reduce injury crashes by approximately 75%  
• Reduce overall crashes by about 35–40%  
• Improve traffic flow and reduce delays by 20–50%  
• Lower vehicle speeds, reducing crash severity  
• Reduce fuel consumption and emissions by minimizing idling  

Roundabouts are also more cost-effective than large-scale intersection redesigns, requiring less infrastructure and lower long-term maintenance, with no signal operation costs.

We respectfully request that Pinal County and ADOT:

1. Conduct a comprehensive traffic flow and safety study at this intersection  
2. Evaluate and prioritize a roundabout as the preferred solution  
3. Allocate funding and proceed with timely design and construction
