Petition for a Nipper Bus for Greater Leys
Greater Leys residents have been left behind.
The loss of the original 3A bus service that went round the estate has left residents with few transport options, making it much harder to reach key destinations such as Lidl, Tesco and Templars Square. Older people, disabled and vulnerable residents, shift workers, and women travelling alone have been especially affected.
Without the 3A service, elderly and less mobile residents must either cross the busy 40 mph Grenoble Road or walk to Blackbird Leys through Frys Hill Park, Spindleberry Nature Reserve or Gillians Park to reach alternative bus routes. Recent incidents near Frys Hill have further increased residents’ fears. These routes are poorly lit or entirely unlit, making them feel unsafe, especially during the early morning and late evening.
Residents in Frys Court and Potters Court have been particularly affected. Many now find themselves effectively cut off from public transport because they cannot manage the much longer walk to the nearest bus stops.
Reliable public transport is not a luxury. It is a lifeline. Greater Leys is one of the poorest areas for bus provision in our City
We are calling for a Nipper Bus service to be introduced along the former route, reconnecting Greater Leys (Northfield Brook) with Templars Square and ensuring residents can safely access shops, services, and public transport links.
We call upon Oxfordshire County Council to provide a subsidy for this service

We believe:
- No resident should be isolated because of where they live.
- Older and vulnerable residents deserve safe, accessible transport.
- Greater Leys deserves the same public transport access as other communities.
- A Nipper Bus would provide a practical, affordable solution for local residents.
