Petition for a Family-Friendly Public Comment Ordinance at Town Hall Meetings

To the Town Council and Relevant Municipal Officials:

We, the undersigned residents and concerned members of the community, respectfully request that the Town Council consider adopting an ordinance establishing respectful language standards during the public comment portion of official Town Hall meetings.

Town Hall meetings are an important part of our community, providing residents with an opportunity to voice their opinions, raise concerns, ask questions, and participate in decisions that affect our town. These meetings are open to the public and are also streamed on social media, making their content accessible to families, children, and community members of all ages.

We believe that public meetings should remain welcoming, respectful, and appropriate for a general audience. While we fully support every resident’s ability to express opinions, disagree with elected officials, criticize decisions, and hold local government accountable, we respectfully request that profanity, vulgar language, and unnecessary obscenities be discouraged or appropriately addressed during the public comment period through clearly established and legally permissible rules.

Freedom of Speech and Respectful Public Conduct

This petition is not intended to silence residents, suppress opposing viewpoints, or prevent anyone from expressing their opinions or concerns. Rather, it is a public request from concerned community members asking that respectful, family-friendly language be maintained during official public meetings.

We recognize the importance of freedom of speech and every resident’s opportunity to participate in local government. This request is about the manner in which public comments are delivered, not the opinions, beliefs, criticisms, or viewpoints being expressed. Residents should remain free to voice disagreement, question decisions, and hold public officials accountable without feeling that they must agree with any particular position.

We are simply asking the Town Council to consider establishing reasonable, clear, and consistently applied expectations for language during public comment so that meetings remain welcoming and appropriate for families and community members of all ages, including those watching through social media broadcasts.

We respectfully ask that any proposed rules be drafted and implemented in a manner consistent with applicable freedom-of-speech protections and public-meeting laws.

Requested Ordinance

We respectfully petition the Town Council to consider creating an ordinance that:

Establishes clear expectations for respectful, family-friendly language during the public comment portion of official Town Hall meetings.

Addresses the use of profanity, vulgar language, and obscene expressions through clearly defined standards that comply with applicable law.

Provides a fair and consistent process for addressing violations, including warnings and reasonable enforcement measures where legally permitted.

Applies any adopted standards consistently to all speakers, regardless of their opinions, political views, or the individuals or issues being discussed.

The purpose of this petition is not to prevent difficult conversations, limit legitimate criticism, or discourage public participation. We understand that disagreement is a natural and necessary part of local government. We simply believe that meaningful discussion can take place without the unnecessary use of profanity or vulgar language.

Because these meetings are open to the public and broadcast on social media, we believe it is reasonable to ask our elected officials to consider standards that promote civil discourse and maintain a family-friendly environment for everyone who attends or watches.

We respectfully request that the Town Council review this petition, consider the creation of an appropriate ordinance, and take the necessary steps to establish clear, fair, and legally compliant language standards for public comment at Town Hall meetings.
