Petition Casey Council re traffic hazards around Junction Village Early Education Centre
The issue
Casey Council has given a permit for a childcare centre to be built on the corner of South Gippsland Hwy and Craig Rd., Junction Village, Victoria. Casey Council have been delinquent in issuing permits for the centre in its current layout.
Council have allowed the centre to not be required to build pedestrian entrances to the centre. Currently parents and their children share the centre's vehicle driveway
The permit Casey Council has issued has permitted a single access and exit to the property from Craig Rd. This oversight has created a multitude of safety issues
This will cause traffic jams on Craig Rd at peak times with cars stopping and waiting so as to enter the carpark when the carpark is filled to capacity.
Further, there is the risk of vehicles turning into Craig Rd from the Sth Gippsland Hwy into a left turning lane into the centre, banking back and causing vehicles to be forced to stop in the path of traffic travelling towards Cranbourne on the Sth Gippsland Hwy.
This left turning lane will also cause a traffic jam due to vehicles banking up behind vehicles turning right into the Avenue. Previously cars could pass on the left of such right turning vehicles. This is no longer possible
Further, due to the lack of safety rails and bollards, there is the risk of a speeding vehicle turning right into Craig Rd losing control and crashing into the centre's carpark where children and parents will be in the path of such vehicles.
Nor does the centre have any bollards or safety fences to stop any cars crashing into the carpark from Craig Rd.
Due to council estimating that a peak hours 70 cars will enter the carpark, that would amount to 140 transitions through traffic and cause considerable traffic congestion in the intersection .
As the centre has only 18 carparks and an average time to drop off or pick up a child would be around 10 minutes, at peak hours the carpark will likely overflow. This will force parents to park along Craig Rd and in the carparks in the Arcade Shopping strip. However, there is no pedestrian crossing across Craig Rd and so parents and their children will be forced to risk their safety battling through Craig Rd traffic .
We call on Casey Council to immediately cause the centre to close off the entrance to the centre carpark from Craig Rd and to change the entrance to the carpark to only be accessible from the Sth Gippsland Hwy service road. To then make the vehicle exit from the centre carpark to be only by a left-hand turn onto Craig Rd
We call on Casey Council to also ensure that parents can park their vehicles along the Sth Gippsland service Rd in the event the carpark is full
We call on Casey Council to immediately set in motion the building of a pedestrian crossing and the required footpath to allow safe passage from the East side of Craig Rd and the Avenue carparking
We call on Casey Council to cause the centre to create pedestrian entrances to the centre both from Craig Rd and from the Sth Gippsland Hwy service Rd
We call on Casey Council to install safety barriers so that vehicles turning right into Craig Rd can not crash into the centre carpark.
We call on Casey Council to order the centre to install bollards and build a barrier that will stop vehicles crashing into the carpark from along Craig Rd.
We call on Casey Council to order the removal of the left turning lane into the centre so that vehicles turning right into the Avenue can be passed on their left so as to allow clear passage
