Petition Against Unfair BSNL SET Recruitment
The Issue
BSNL employees across India are deeply disappointed and demotivated by the company’s recent decision to recruit Senior Executive Trainees (SET) — where fresh graduates with no prior experience will directly join as Assistant General Managers (AGMs) in E3 pay scale.
This is a huge blow to thousands of dedicated employees who have been serving BSNL for 10–15 years as JTOs and SDEs, still waiting for long-overdue promotions.
💔 Why this decision is unfair:
No respect for experience: Employees who have worked in the field for years are still stuck in the same grade, while freshers will directly become AGMs.
Demoralizing the workforce: BSNL employees already suffer due to no PRC implementation, unfair transfer/promotion policies, and lack of career growth.
Pay disparity: Management officials enjoy 7th Pay Commission benefits, while employees continue without 3rd PRC — and now freshers will get E3 pay without experience.
No internal promotion drive: Instead of recruiting outsiders, BSNL could easily promote deserving internal candidates through LDCE or internal exams.
📢 Our demands:
Stop or postpone SET recruitment until all pending promotions are completed.
Implement 3rd PRC and a fair, transparent promotion policy for all.
Recognize loyalty and experience — give current employees their rightful career growth before hiring outsiders.

BSNL’s strength has always been its loyal and hardworking workforce. Ignoring their service and experience will only lead to low morale, reduced productivity, and further decline in the organization’s efficiency.
We urge BSNL Management and DoT to act responsibly and stand with the employees who have kept BSNL running through tough times.
