The Issue

Petition Against The Proposed Zoning Change For The McLoud RV Park Slum And Flop House Project.

Greetings,

This zoning change is requested by a commercial developer.  A City Planning Commission meeting is scheduled in the near future and we would like your assistance in this petition to show the Planning Commission that this planned re-zoning for The McLoud RV Park Slum and Flop House Project.

The zone change is specifically for a Recreational Vehicle (RV) park that should have parking, water hookups, raw sewage, and trash services for over 73 RV’s.   And this plan is just for Phase 1 of the project.  The developers want to make it much - much larger over time.

Geographically, this proposed site is at the water’s edge of the lake - and the proposed entryway to the RV park is literally a run off extension a few yards from the lakes edge.  Based on all topographical maps, all waste material, including all chemicals from the RV park shall find its way into the lake.  

This lake is the drinking water for the cities of Shawnee and Tecumseh.

The proposed open raw sewage lagoon is approximately the length of a football field away from the water’s edge - and about the same to Parkwood terrace estate houses.

It appears that upon breach of the embankment - breach of the liner - or overflow - raw sewage of an estimated 7300 gallons per day would be spilled or leak directly into the lake.

The presence and stench of this proposed 7300 gallon per day lagoon would clearly be a nuisance as per O.S. §50-1 and McLoud Ord 4-2-1 and 4-2-7 to the surrounding area.  I have no idea why the city of McLoud would want to approve such a nuisance to nearby residents.

The roads would never be able to handle the hundreds more people and extremely heavy RV and support vehicles per day - this alone would be a disaster for our road.  We all know how well McLoud keeps our roads in dis-repair.  I can’t even get them to repair the ball joint cracking holes in front of my properties.  I have seen nothing where the developer would propose to keep the road in good form.

It is highly likely that this RV park would deteriorate over time.  

Logically, as this RV park deteriorates they almost always turn into cheap homeless encampments as the management of the park becomes more desperate to turn a profit over time.  I believe having a homeless RV park encampment would bring more drugs, crime, and undesirables into our city which would put a strain on our current police force as well as having our homes and businesses broken into on a regular basis.

I believe this would be especially true if the economy has a severe downturn now or in the future.

The city would likely have to extend the city water line to this new RV facility.  Historically the city of McLoud has tried to force city residents to connect to all new water lines placed close to current residential houses;  and does currently force business to disconnect from a perfectly good well.

The city has not figured out a good way to pay for this extension of the city water line to this RV park.  It may be in the form of a Tax Increment Financing (TIF) or some other form of tax shifting instrument.  Use of a TIF in no way makes logical sense; especially if the RV park is a business failure.  More so, the city manager has said  “cost of extending our waterline a poor financial move for the city”.

When someone breaks down or has problems at this RV park, what is to stop them from harassing the Parkwood Terrace citizens for assistance?

While I believe we are all in favor of good businesses moving into McLoud, I can not for the life of me see how this would be a good business for anyone but the developer and a detriment to everyone else.
