SECTION I: STATEMENT OF PURPOSE & CONTEXT
We, the undersigned citizens, survivors, and international advocates, formally petition the United States Government and international bodies to initiate immediate, transparent, and binding investigations into the systematic, extrajudicial human rights violations perpetrated by the Government of the Kingdom of Saudi Arabia and its state organs. The bilateral relationship must no longer subvert American security, statutory values, or the safety of Western nationals.

This petition demands accountability for the transnational repression orchestrated by high-level Saudi operatives, including Crown Prince Mohammed bin Salman, Khalid bin Salman, Saud Al Qahtani, Turki Al-Alshikh, Badr Al-Asaker, Abdulaziz Alhuwirini, Abdulaziz Sager, and Prince Turki Al-Faisal. It further implicates the direct operatives executing these acts on Western soil and inside global corporations, including the "Tiger Squad" (Firqat el-Nemr), as well as convicted or wanted agents Ahmad Abouammo, Ahmed Almutairi (Ahmed Aljbreen), Ali Alzabarah, and Ibrahim Alhussayen. This effort is supported by the exhaustive documentation compiled by the UN Working Group on Arbitrary Detention (WGAD), Amnesty International, Human Rights Watch, ALQST for Human Rights, Reprieve, Hostages US, Hostages International, Freedom House, the Committee to Protect Journalists (CPJ), the European Saudi Organization for Human Rights (ESOHR), and MENA Rights Group.

SECTION II: FORMAL COUNTS AND EVIDENCE OF CRIMES |

  • Count A: War Crimes and Crimes Against Humanity in Yemen & Sudan The Saudi regime has engaged in systematic violations of international humanitarian law, orchestrating indiscriminate airstrikes on civilian infrastructure in Yemen. Concurrently, the regime has leveraged financial mechanisms in Sudan, suspending funding to armed forces to procure chemical weapons and fuel internal conflict.
  • Count B: Interference in Internal Affairs & Destabilization The Saudi state continuously interferes in the sovereignty of foreign nations, weaponizing, funding, or exploiting sectarian and armed factions—including designated terrorist groups such as ISIS, Al-Qaeda, and the Muslim Brotherhood—across Yemen, Sudan, Somalia, Lebanon, Syria, and Libya, severely undermining global counter-terrorism efforts.
  • Count C: Weaponizing Anti-Terrorism Laws The Saudi Special Criminal Court (SCC) systematically weaponizes the 2017 Law on Combatting Terrorism and the Anti-Cybercrime Law to silence critics, criminalizing basic expression to facilitate arbitrary abductions, enforced disappearances, torture, and state executions.
  • Count D: Global Criminal Enterprises on Western Soil The Saudi government operates a global extrajudicial network targeting dissidents and activists within the U.S., UK, Australia, and other Western countries, employing deep cyber intrusions, physical surveillance, and threats of violence.
  • Count E: Violations of Privacy Laws & Cyber-Espionage (Pegasus & QuaDream) The regime utilizes advanced cyber-espionage technologies, including the Pegasus and QuaDream spyware networks, to illicitly breach the privacy of Western residents and activists, bypassing regional privacy statutes. These operations directly enable the physical tracking, abduction, and extrajudicial execution of targeted individuals, as documented in civil actions brought by ALQST founder Yahya Assiri in the UK High Court.
  • Count F: Deployment of the "Tiger Squad" The state maintains a clandestine extrajudicial subunit known as the "Tiger Squad" to execute extrajudicial liquidations, abductions, and forced repatriations of nationals residing globally.
  • Count G: Abduction and Enforced Disappearance of Western Nationals

The regime aggressively targets Western citizens for arbitrary detention and physical torture. Documented cases include:

  1. Max Morgan: U.S. political advisor abducted at Riyadh Airport on September 20, 2023, held incommunicado for 26 months in Al-Ha'ir Prison, severely tortured, and deported in November 2025.

  2. John Cary: Decorated U.S. veteran and aerospace executive, lured and abducted by the Presidency of State Security (PSS) on January 10, 2026, and placed in solitary confinement at Al-Ha'ir.
  3. Michael Marriott: Australian executive architect abducted in 2024 after an accidental elevator error in Riyadh, beaten, and placed in Al-Ha'ir alongside active ISIS and Al-Qaeda inmates.
  4. Gary McKenna: British international chef abducted in October 2023, threatened with execution, and held for 29 months.

  5. Ahmed al-Doush: British national abducted in October 2024 and sentenced via closed proceedings.
  6. Danial Jiwani: American author abducted in 2025 and held incommunicado in Al-Ha'ir.
  7. Abdullah Balhaddad: Australian resident subjected to a travel ban and business asset freeze by the Dammam Enforcement Court.
  8. Rami Al-Naimi: European/Saudi businessman abducted in Dubai, tortured at the Ritz-Carlton, extorted for billions, and disappeared into Al-Ha'ir.
  9. Additional Western Victims: Saad Al-Madi, Carly Morris, Bethany Alhaidari.
  • Count H: Hostage-Taking, Administrative Statelessness, and Post-Release Travel Bans As thoroughly documented by Freedom House and ALQST, the state engages in systemic hostage-taking to force exiles to return. This includes the application of informal, unannounced travel bans and arbitrary detentions of children, spouses, and elderly parents. Notable targets include the children of former intelligence official Saad Al-Jabri (Sarah and Omar, held hostage) and the brothers of prominent Canadian-based Saudi dissident Omar Abdulaziz. Furthermore, the state routinely weaponizes consular services by refusing to renew passports abroad, trapping dissidents in asylum backlogs and attempting to lure them into embassies. For those who survive detention, the state imposes 20 to 25+ year arbitrary travel bans upon release (matching or exceeding their prison terms), functionally turning the country into an open-air prison for survivors such as Loujain al-Hathloul, Raif Badawi, Waleed Abu al-Khair, Salma al-Shehab, and Saad al-Madi.
  • Count I: Abduction, Detention, and Torture of Minors and Mothers Weaponizing anti-terrorism laws, state security forces routinely detain minors and mothers with infants, imprisoning them alongside adult populations in maximum-security political prisons without legal recourse. Reprieve and ESOHR have extensively documented the execution of individuals for alleged crimes committed when they were children.
  • Count J: Kangaroo Courts and Denial of Due Process The Saudi judicial system executes sham trials characterized by fabricated security charges, denial of independent legal representation, forced confessions extracted via torture, and complete confiscation of official court files.
  • Count K: Abuse of Western Judicial Systems via Operatives (SLAPPs) The regime plants and funds operatives on Western soil to harass dissidents in Western courts using fabricated civil cases to financially exhaust them. A premier example is the $5 million defamation lawsuit filed in New York Supreme Court by Saudi influencer Model Roz against Saudi activist Danah Almayouf (Abuzaid v. Almayouf). Almayouf faced preclusion sanctions for refusing to turn over electronic devices due to verified fears of state-linked cyber espionage and surveillance orchestrated through operatives like Ibrahim Alhussayen.
  • Count L: Infiltration of U.S. Corporations for Espionage Saudi intelligence infiltrated Twitter, employing agents Ahmad Abouammo and Ali Alzabarah (directed by Bader Al-Asaker) to leak sensitive, protected data of over 6,000 dissidents. This directly resulted in abductions, torture, and the state-directed assassination of Jamal Khashoggi. It is deeply suspected to be linked to the tragic, suspicious deaths of exiled sisters Tala and Rotana Farea in New York, and Asra and Amaal Abdullah Alsehli in Australia.
  • Count M: Operation of Front Organizations for Foreign Intelligence The regime utilizes entities like the Gulf Research Center (chaired by Abdulaziz Sager) and the King Faisal Center for Research and Islamic Studies (chaired by Prince Turki Al-Faisal) as structured fronts in Western capitals to gather intelligence and monitor diaspora movements.
  • Count N: Illegal Use of Western Tracking Technology (GEOSATIS) The Saudi Ministry of Interior co-opts Western-manufactured GEOSATIS ankle bracelet monitors, applying them without judicial oversight to enforce disappearances and strict home confinement of high-profile figures such as HRH Princess Basmah bint Saud Al Saud, Prince Turki bin Abdullah, Prince Alwaleed bin Talal, and Prince Ahmed bin Abdulaziz.
  • Count O: Global Criminal Enterprise Operations The state tolerates and shields illicit syndicates specializing in money laundering, prostitution, and drug and human trafficking to secure unmonitored capital for clandestine operations.
  • Count P: Violation of Bilateral Security Treaties The continuous orchestration of espionage on U.S. soil constitutes a material breach of the 2023 U.S.-Saudi Technical Cooperation Treaty and subsequent security agreements.
  • Count Q: Modern Torture Chambers Under the Presidency of State Security The Presidency of State Security (PSS) maintains a rogue police state architecture holding over 60,000 political prisoners hostage to the rule of one man. This vast unaccountable domestic gulag includes the notorious Al-Ha'ir, Dhahban, Sha'ar, and Tarfiya prisons, as well as an unmapped network of underground black sites utilizing psychological degradation, waterboarding, sleep deprivation, and severe physical trauma.
  • Count R: Suspension of Funding for Chemical Weapons (Incorporated with Count A - Financial weaponization in the Sudanese theater to secure restricted capabilities and chemical precursors).
  • Count S: Weaponization and Politicization of Holy Sites The Saudi Ministry of Hajj and Umrah systematically politicizes the holy sites of Mecca and Medina, selectively revoking pilgrimage visas to target, abduct, and extradite Muslim foreign nationals during their visits.
  • Count T & U: Absolute Prohibition of Religious Freedom and Weaponized Executions The regime strictly denies the freedom to practice religion by maintaining a total, enforceable ban on the establishment and construction of non-Islamic faith-based houses of worship. The state weaponizes apostasy and blasphemy laws to execute vulnerable populations and foreign laborers following mock trials without consular access. This rogue extremity is horrifically demonstrated by the September 17, 2026 death sentence handed down to Sivarasa Anojan, a 24-year-old Sri Lankan Hindu migrant worker, who was condemned to death over a deleted Facebook comment responding to an insult to a Hindu deity.
  • Count V: Systematic Bribery of Intergovernmental Bodies The Kingdom deploys vast financial resources to bribe diplomatic bodies, blocking investigations and securing influence within the United Nations (UN), the Arab League, and the Gulf Cooperation Council (GCC).
  • Count W: Weaponization of State-Owned Transportation and Aviation Assets The regime integrates Saudia Airlines and private aviation networks into its extrajudicial operations. The state utilizes aircraft to facilitate forced renditions, human trafficking, and the transport of abducted dissidents. Most notably, the 15-man Tiger Squad hit team utilized Sky Prime Aviation corporate jets (including HZ-SK1 and HZ-SK2)—a private aviation company seized directly by the Crown Prince in 2017—to fly into Istanbul and execute the premeditated assassination of Jamal Khashoggi.
