PETITION AGAINST PROPOSED CLUSTER HOUSING DEVELOPMENT ON LOT 63 ATHLONE, GREEN GROVE, HARA

The Issue

 

We, the undersigned residents and stakeholders of Green Grove, Athlone Drive, and surrounding areas, formally object to the proposed development of fifteen (15) cluster housing units on Lot 63 Athlone Township, as advertised under Section 26(3) of the Act by Harare City Council.

Our objection is based on the following concerns:

1. Infrastructure strain on water supply, sewer systems, and road networks. The proposed use of a bio-digester raises concerns about long-term sustainability and environmental risk.

2. Violation of zoning intent, as the property lies within a low-density Residential Zone 1A area, making the proposed cluster housing inconsistent with the established character of the neighborhood.

3. Increased traffic and road safety risks on Athlone Drive and surrounding roads, which are not designed to accommodate higher density developments.

4. Environmental degradation, including loss of green space, tree cover, and increased surface runoff.

5. Lack of meaningful consultation and transparency with residents prior to the application process.

6. Creation of a precedent for further overdevelopment, which will cumulatively strain infrastructure and reduce quality of life.

Our Demands:

- Rejection of the application in its current form.
- A full and transparent infrastructure impact assessment.
- Genuine consultation with residents before any reconsideration.
- Enforcement of existing zoning regulations to preserve the low-density residential character of the area.

We urge Harare City Council to act in the best interests of residents and uphold principles of sustainable and responsible urban planning.
