URGENT CONCERNS OF THE BLOCK SECURITY ESTATE
The Issue
Good day Pieter
I hope this email finds you well. This email serves as a means of laying a complaint and also expressing concern on behalf of the residents of The Block.
We as the residents of The Block are very dissatisfied and appalled by the service offered by IHSPM. We have discussed and agreed that upon commencement of our lease, we were made promises, or rather, signed contracts with specified services that we are yet to receive. We have sent emails separately to not effect, so we have come together to get these issues resolved.
Safety and security
Safety has been a big issue that appears to be disregarded at this complex. Two days ago there was yet another car break in. The electrical fence is still not working even after numerous complaints. The securities patrol only when they arrive on duty and not consistently throughout the night. It is also not very wise to let one security to expected to patrol all the whole complex during the night and still be expected to be at the gate. A perpetrator could easily be committing a crime in one block while the security is at another block. We expect at least a minimum of 4 to 6 guards per shift. We also demand that there should be cameras installed in the premises because we are loosing clothes on the washing lines and valuable items in the complex, not forgetting the recurrent car break ins.
Rates/Water bills
Unfortunately the remote metering system is still a very challenging system for most residents of the complex. The rates are highly disproportionate to the amount of consumption. The water pumps are not as effective in some units, they are generating Luke warm water instead of hot water at the full price of hot water. The residents are requesting a proper breakdown of consumption because even if the unit is not occupied for that specific day, there is still a billing. On occupation, we were required to deposit an amount of R520 for our ismrt meters. This was inclusive of R150 deposit fee, R70 admin fee and R300 was said to be loaded on to the meter. After completion of registration, there was no credit allocated to the accounts, we need clarity on that.
Access
There is still poor access control at the gate, the securities are not monitoring if the people coming in are actual residents of The Block. We are informed not to hoot at the gate. However, cars have to wait for lengthy periods of time before they are attended to. With that being said, we paid a deposit fee of R250 for tags and remotes upon occupation, none of those have been received by a single resident.
Braaing
In the COVID regulations, the government has stipulated that we are prohibited from social gatherings or being at entertainment areas. With that being said, having a braai for supper for your family does not constitute a social gathering. The residents want clarity with regards to why we are prohibited from braaing as per IHSPM regulation, and how does braaing violate the government regulations? The fined fee is supposedly awarded to IHSPM, if its a Government regulations, how is IHSPM being awarded with this fine?
Tuck shop access
To our understanding, according to the level 4 COVID-19 regulations, small businesses including spaza shops may commence operation provided that customers keep a 1.5 meter distance and that health protocols are adhered to. We demand that the shop be open because it is convenient for us and also limits the in and out movement to the supermarkets.
Management
The management in this complex is definitely failing the residents. We have are informed to use specific communication channels should we have queries or enquires. However, when we do so the complaints are falling on deaf ears. Majority of the complaints raised in this email have been raised numerous times before, yet we are still addressing them.
Parking allocation
Since occupation, there hasn’t been any allocation of parkings to the residents. The parkings have been painted with numbers, the disability parkings also have numbers allocated to them, so that on its own is a matter of confusion. Due to the different forms of employment that the residents hold, they all come back at different times from work. Those that are coming back at later hours are disadvantaged when it comes to finding parking during those hours. The parkings should be allocated to each unit so that everyone can know which parking is designated to them
Amending regulations
As we are all aware, the government has amended the COVID regulations and reduced the level to level 4 lockdown. We believe that everyone that has signed the lease is all within legal age and are knowledgeable of the regulations and what is prohibited, it is best that we are treated as such. It should not be expected of us to put out our braais, or be in doors before 10, or have our concerns be disregarded in the manner that they have been.
We as the residents are raising these concerns as people who are keeping their end of deal as per contractual agreement, and it is unfair and completely unacceptable that it is expected of us to continue honouring that agreement as IHSPM is not adhering to their obligations. We will continue to be in anticipation of your response as we plan further.
