Lulu Jemimah is a 30 year old university graduate who is being forced by the Australian Government to return to Uganda because in the words of the decision maker at The Department of Immigration. and Border Protection "I am not satisfied that the applicant has competent English".

To be eligible for a 485 Post Study Visa an applicant must have completed an Immigration department endorsed English test within 36 months of the date of the application being lodged. Lulu completed a Bachelor of Arts/Media at Macquarie University. She received a letter from Deputy Vice Chancellor Deidre Anderson in December 2015 which stated "the attached letter communicates the completion of your qualification to third parties, for example The Department of Immigration and Border Protection or an employer. It also complies with the Department of Immigration and Border Protection requirement stating that the language of instruction is English" .
Lulu believed this letter satisfied the Immigration Department English requirement for her visa class and attached it to her Visa application in February 2016.

Administrative Appeals Tribunal member Mary Ann Cooper stated that the Tribunal  was not permitted to overturn the Immigration Department's decision, even though Lulu's command of English was obvious.
Lulu is a University Graduate, Theatre Producer, Comedian and Volunteer worker.

We are petitioning you, Mr Peter Dutton, to overrule the Department of Immigration and Border Protection ruling and allow Lulu to be eligible for a 485 Post Study Visa.
