I run a rescue in  Nebraska,  I have recently rescued a very submissive abused Pit Bull. People had thrown rocks at her for over a year , before we finally caught her. The Nebraska Dept of Ag has fined me $2250 for having an aggressive dog , the above mentioned Pit bull that is a scared submissive dog cowering in the corner and staring at the floor. If you walk towards her she will run, there is not an aggressive bone in her body. She is fearful of people and loud noises. 

The State Inspectors need to be required to take a class in dog behavior and body language, and stop writing people up for things that are not true and not in the law.
