Commercial breeding facilities are not needed. There are thousands of dogs being killed every week at the animal shelters because there's no homes for them. The dogs in the puppy mills are not taken care of they are neglected and only used for breeding. They have no vet care, no attention, no exercise and have never been on the grass.
