End Breed Specific Legislation in Nebraska

End Breed Specific Legislation in Nebraska
The Issue
Breed Specific Legislation(BSL) is not effective, and it should be overturned. We are calling for lawmakers to research alternatives to BSL that are effective and do not ban breeds when it is not their fault. While there have been attacks by Pit Bulls towards people, it is unfair to blame one instance on several dogs. In most cases, the way a dog acts is based on how their owner treats and raises them. We would like to see BSL overturned in the following Nebraska cities, Gordon, Rushville, Loup, Minden, Omaha, Hebron, Blair, Beatrice, Osceola, and Auburn.
Instead of using BSL, there are a few alternatives. One would be regulating breeders. Dogs that come from puppy mills and backyard breeders are more likely to become violent towards others, because they aren't familiar with social interactions. Putting a law in place to make sure breeders use ethical practices could prevent problems in the future. Inspecting certified breeders would be an effective alternative to BSL.
Properly leashing and muzzling dogs is another alternative. When walking their dogs, owners should leash and muzzle their animals can prevent an attack in the future. Whether their dog is dangerous or not, this alternative is a preventative measure.
Another possible alternative is strengthening animal cruelty laws. Animals who have been neglected and abused are more likely to bite someone than a dog who has been raised in a loving home. Fining owners who chain up their animals in the backyard could prevent dog bites and attacks in the future. Dogs who are chained in the backyard do not develop social skills, and dogs without social interactions end up being more violent than other dogs who have social skills. The alternatives presented could prevent the problems that have occurred in the past.
