On 7/9/18 at around 1:30pm my beautiful son Greg Norris was robbed and murdered inside the hallway of a 3 story apartment building that sits within a couple hundred feet from one of Louisville Kentucky’s busiest streets (Hurstbourne Lane).

Greg had just turned 21 a little over 6 weeks earlier. He was the most amazing son and father to a 3 yo who was not his biological child. He also fully funded his own local charity on the grounds of his own childhood often stating that his mother worked extremely hard to avoid poverty and provide for him in a manner that he never felt the impacts of a single parent home. He would often post photos buying young adults lunches and helping the homeless on the charity’s Facebook page.

The day Greg was murdered, he had no gun or means of self defense. The two men responsible for his murder are Yacir Raful and Chad Austin Harlamert. Greg walked into the hallway of the apartment with one of the two men responsible not knowing the second man was already waiting inside so he was then trapped with no means of escape.

Greg sustained 16 bullet holes as he was chased through the apartment building hallways and hunted like an animal. His killers were driven both to and from the scene by Chad’s mother, Candace Fickentsher. Yacir and Chad originally faced charges of Murder (complicity), Robbery (complicity), and Tampering with physical evidence (complicity).

There was no attempt to retrieve the murder weapon(s) citing cost as an issue. I as Greg’s mother agreed to pay any cost associated with the retrieval of said evidence that was believed to have been disposed by Chad’s father, Chad Harlamert. He was also with Yacir and attempting to help him evade capture by police in a nearby county. Chad’s mother nor father will face any charges for their role in this crime.

Yacir was sentenced in February and will serve just over 10 years in a plea agreement for Manslaughter 2 (complicity) Robbery (complicity), and tampering with physical evidence (complicity). A plea agreement was offered to Chad and was set to expire in March for Facilitating the murder (a class d felony that carries 1-5 years in prison).

Chad has remained on the home incarceration program aside from several weeks in a juvenile facility prior to turning 18. He cannot be found in ANY of the public systems for the charges. A member of his own family acknowledged that Chad and Yacir shot guns in the rear of their residence to practice earlier that morning before his mother took them to carry out this horrific murder and robbery of my son.

As a result of this crime, our family is now faced with the fact that despite all the findings, his murderer may NEVER serve even a single day in jail for this crime. Chad, will soon be free to leave his couch and put not just our family, but the community as a whole at great risk for safety. His sentencing will be held on 11/9/20.

I am asking that any and everyone please help me stop this from happening in a city already stricken with such a high rate of violent crime. I’m asking the public to write letters and sign this petition at hand that I will present to the judge in hopes of seeing Chad actually face consequences. It is likely Chad will receive shock probation almost immediately following his sentencing for his actions that left my child dead from 16 bullet wounds that day.   

My hope is that if I can get enough letters and signatures to get the attention of the appropriate people within the Commonwealth to stop this from happening not only in my son’s case, but in future cases as well. I truly believe that if we allow Chad or others to get away with murder through weak sentencing,  it is extremely likely the offender will easily feel comfortable murdering again.

Please, I humbly beg each and everyone reading to sign this petition to help me stop this atrocity from happening as next time, it could be your child, your loved one, or yourself. I also ask if you can spare a few moments to write a letter in addition if you are willing and send them to me prior to November 1, 2020. This will allow me to make sure they are provided to the courts so the judge can read them prior to sentencing and before making a decision on shock probation.

Also, please share this petition far and wide so that we can get as many signatures and letters as possible to let the courts know this is NOT acceptable by any means!
