A helpless puppy in Troy ny has been being abused since April 19th that the community is aware of. May 7th Noah Pascal was arrested and the puppy was saved. Unfortunately he was released on an appearance ticket. We need this monster added to the animal abuse registry so he is never able to torture another innocent animal.
