The Issue

When a homeowner is already facing financial hardship, the mortgage company they depend on for accurate information, proper account management, and meaningful assistance should not become another obstacle standing between them and keeping their home.

Yet homeowners across the country have described serious problems in their dealings with PennyMac Financial Services, Inc. and PennyMac Loan Services, LLC. These experiences include disputed credit reporting, rejected or delayed mortgage payments, misapplication of funds, unexplained or incorrect fees, inaccurate escrow information, inadequate documentation, and loan modifications that borrowers believe do little to provide meaningful relief—or can actually make an already difficult financial situation harder.

This petition was created because these experiences should not remain isolated stories.

Among the issues borrowers have reported or raised concerns about are:

• Mortgage payments reported as late despite borrowers maintaining that payments were made on time or submitted within the required timeframe.

• Payments allegedly being delayed, rejected, returned, or otherwise handled in ways that can result in late charges or negative credit reporting.

• Misapplication of funds, including payments that borrowers believe were not properly credited to their mortgage accounts.

• Refusal to accept or process mortgage payments under circumstances where borrowers believe payment should have been accepted.

• Late payment fees and other charges that borrowers dispute as inaccurate, improper, or unsupported by their account history.

• Inaccurate, incomplete, or inconsistent escrow calculations and account information.

• Failure to provide borrowers with adequate documentation, explanations, payment histories, or other information necessary to understand and challenge account activity.

• Loan modification or loss-mitigation options that borrowers believe do not provide a reasonable path toward sustainable homeownership, including modifications that substantially extend the life or cost of a loan while providing limited payment relief.

• Difficulties obtaining timely and meaningful communication or resolution when borrowers dispute account errors.

• Credit reporting disputes involving mortgage payment histories, including situations in which borrowers contend that information furnished to credit reporting agencies does not accurately reflect what occurred on their accounts.

• Concerns regarding whether available protections, assistance programs, loss-mitigation procedures, or other applicable policies were properly applied to borrowers experiencing financial hardship.

And these are only some of the issues borrowers have brought forward.

For a homeowner already struggling with job loss, illness, divorce, bankruptcy, reduced income, unexpected expenses, or other financial hardship, an inaccurate mortgage account can have consequences far beyond a single billing statement. A disputed payment can become a late fee. A disputed late payment can become damaged credit. Damaged credit can affect employment, housing, insurance, transportation, and access to future financing. At the same time, unresolved account problems can place a homeowner at greater risk of falling further behind and facing foreclosure.

The purpose of this petition is therefore bigger than one homeowner’s situation.

It is intended to bring borrowers together, document recurring concerns, share information, encourage transparency, and help people understand that they are not necessarily alone when they encounter problems with their mortgage servicing.

Too many homeowners facing financial hardship believe they have nowhere to turn. They may not know what documentation to request, what questions to ask, how to dispute inaccurate information, how to document payment histories, where to file complaints, or what options may exist before a mortgage problem becomes a foreclosure.

This petition is intended to help change that.

If you have experienced problems with PennyMac, your story matters. Whether the issue involved a rejected payment, inaccurate credit reporting, escrow errors, unexplained fees, a disputed modification, missing documentation, difficulties obtaining assistance, or another servicing issue, sharing your experience can help establish a broader record of what borrowers are encountering.

The goal is not to discourage homeowners from seeking legitimate assistance or to tell anyone what decision they should make regarding their mortgage. The goal is to demand accurate account servicing, transparent communication, fair treatment, proper application of payments and funds, accurate credit reporting, meaningful consideration of available assistance, and a reasonable opportunity for homeowners to resolve legitimate disputes before facing consequences that may be impossible to reverse.

PennyMac borrowers deserve to know what is happening with their accounts. They deserve access to accurate information. They deserve to have payments properly handled and credited. They deserve accurate credit reporting. And when they are experiencing hardship, they deserve to know what assistance and protections may actually be available to them.

Most importantly, homeowners facing these problems need to know this:

You are not alone.

If you are currently fighting to keep your home, trying to correct your mortgage account, disputing information on your credit report, or simply trying to understand why your mortgage balance, escrow, payments, or fees do not appear to be correct, document everything.

Keep your payment confirmations. Save your statements. Request records in writing. Keep copies of correspondence. Document every conversation and every disputed transaction.

And share your experience when you can.

One person’s complaint can be dismissed as an isolated problem. A documented pattern involving hundreds or thousands of borrowers is much harder to ignore.

This petition is a place for those experiences to be brought together.

The ultimate goal is accountability, transparency, accurate mortgage servicing, and meaningful protections for homeowners—so that financial hardship does not automatically become a pathway to damaged credit, unnecessary fees, loss of a home, or foreclosure when legitimate alternatives may exist.

If you have experienced a problem with PennyMac, tell your story. You may be the person who helps another homeowner realize they are not alone and that they may have options they did not know existed.
