What this petition seeks to accomplish is to reduce the severity of first time offenses to not possesing a carry permit, if your record is otherwise squeeky clean. (Proposal found in 3rd paragraph) This would primarly affect those turning 21 who are still that of a callow mindset to PA firearm laws, as well as out of state residents looking to move to PA, first time gun owners and more!

     As the current law is written, those ignorant to the laws surrounding firearm carry in this great state, will be charged with a misdomenor grade 1 (M1). Where I was originally from, this is a max punishment of 6 months in jail. PA sadly, is a max of 5 years making it an automatic firearm disability on the federal level, which states a crime punishable by more than 1 year prohibits the person from purchasing or using firearms. Seems a bit harsh for a simple $20 honest mistake doesn't it?

THIS PROPOSAL IS FOR LAW ABIDING CITIZENS AND THOSE WHO WERE FIRST TIME OFFENDERS WITHOUT ANY OTHER PRIOR CRIMINAL RECORDS ONLY!! IN NO WAY DOES THIS APPLY TO VIOLENT CRIMINALS OF WHICH WOULD HAVE FAILED A BACKGROUND CHECK OTHERWISE!! I propose only a $250 fine with no criminal charges the first time, if you have no prior criminal record, a M4 and a $1000 fine the second time, and a M1 with a $5000 fine and jail time for the 3rd offense. This I feel is both fair and just to the proud people of PA, as well as maintaining gun violence safety in our communities.
