The people of Pennsylvania should be protected from warrantless surveillance by drones. Warrantless drone use is a violation of the 4th, 5th, and 9th amendments to the US Constitution, as well as Article I, Sections 8 and 9 of the PA Constitution. House Bill 961 would apply the same restrictions on drone surveillance that are in place for wiretaps by law enforcement.
