In the Pennsylvania Board of Cosmetology handbook it states that the board regulates the "practice and licensure of estheticians, nail technicians, cosmetologists, and teachers of cosmetology." This does not include makeup artists, yet a PA makeup artist received a fine in January of 2015 stating she illegally provides "make-up applications services to the public for set prices" and has a hearing on June 9, 2015 to argue the fine.

According to the law, this makeup artist is not violating any state board laws as she was not working in a salon/spa and should not be punished by the board. By signing this petition you are agreeing that makeup artistry outside of a salon/spa does not fall under the jurisdiction of the Board of Cosmetology in Pennsylvania. It will be presented to the board on June 9th, 2015.
