The Issue

我希望回归根本,回顾当初我们槟华校友在脸书上的诉求是:

1. 坚决反对以校地割让(Setback)作为增设校舍的条件。

2. 坚决反对征用(Acquisition)槟华校地

坚决反对以校地割让作为增设校舍的条件

  • 槟华校园是华侨先贤向华社一分|一毫募捐回来购买的。在应对即将落实的教育政策全日制及独中学生人数的剧增,学校要在增建校舍的过程中,市议会以需割让校地为条件。因不要接受校地无条件割让,校方以大局为重,搁置了增建校舍的计划。

We strongly oppose to SETTING BACK the Peng Hwa campus ground on No.2 Gottlieb Road, 10350 Penang, as a precondition to receiving approval for building a new school block.

  • There is undeniably an urgent need for a new school block to cope with student numbers having expanded with increasing demand for placement. Added classroom space and facilities are also needed to meet the planned reforms towards a whole-day school system. However, confiscation of the school’s land, as a precondition to receiving approval for building this much-needed new block, cannot be acceptable to any right-thinking person.

坚决反对征用槟华校地

  • 现在,增建校舍计划被搁置,但校地还是被征用,对槟华人简直是晴天霹雳。 槟华是华社资产,她是槟城人的骄傲,更是培育马来西亚人才的摇篮。征用槟华校地,等同于抹杀了华文教育的发展。 因要割地30尺,槟华四校共用的唯一大草场被剥夺大约1/2的面积,以后槟华4校约5,000位学子的活动空间是个大挑战。再来,槟华小学可能面对更大的问题,槟华小学的教员办公室,校长室也会被割地影响。

We strongly oppose to ACQUISITION of Penghwa campus ground on No.2 Gottlieb Road, 10350 Penang.

  • The campus carries on the spirit of our forefathers who prized education highly and created in the school a cradle that has nurtured generations of Malaysian talents, and become a significant source of pride to Penang. Confiscation of the campus land in the name of development of the state will be a blatant betrayal of the founding spirit.
  • Annexation of 30 feet of campus land will significantly compromise the four Peng Hwa schools. The only large front yard for outdoor activities will be halved in size and thus cease to cater for the recreational and sporting needs of the 5000 school children. The administrative block, including the principal’s office will also be annexed. The reduction in grounds will materially affect the schools’ ability to deliver on its physical education aims and detract from its overall atmosphere.

为了发展,不仅槟华四校,还有菩提三校,印裔小学,盲人院,共有9间学校的校地是否也会受影响?这种快速的发展,却影响了民族教育与弱势教育的护持。环岛大道落实后,这些学府附近的路将会成为交通大道,车流量的增加,严重的威胁到学子们的安全。

Nine established educational institutions in the area may be potentially affected in the pursuit of the masterplan to connect high-speed roads around Penang island. These include four Peng Hwa schools, three Phor Tay schools,  one Indian primary school, as well as the St Nicolas school for the blind.  Development of the city should be undertaken without compromising national and minority education and thus its own future. The masterplan of a high-speed road connecting the island, if implemented as currently designed, will additionally hugely increase traffic flow along Gottlieb Road and pose significant health and safety concerns for the school children. 

It has for example, been demonstrated in a number of scientific studies that children exposed to high levels of motor vehicle emissions from cars, trucks and buses on busy roads have significantly lowered cognitive development, worse school performance and higher asthma rates (notes 1 & 2), which should lead the state government to consider alternative routes for road development that would affect fewer children.

Since the Pan Island Highway has yet to be finalized, we strongly urge the State Government to look for alternatives other than acquiring part of Peng Hwa’s campus ground. RE-ALIGN your route OR consider constructing flyover or tunnel along Gottlieb Road.  SPARE OUR LAND!
