It is unfortunate an appalling to learn global Paypal services are not available for individuals in Libya generally, and it is negative impact over activists, entrepreneurs, and civil organizations in particular. Due to the economic hardships occurred by the political instability, the Libyan activists work to support themselves to improve their livelihood especially that in terms of age, young youth present the largest scale in Libya.

On the other hand, the high percentage of unemployment in the country, the entrepreneurs are tirelessly rejecting the painful reality to change it by providing job opportunities, services and products that would involve young people in several various fields.

These fields include E-learning, access to scientific materials or purchasing memberships via websites, purchasing online products and services from all global websites. Additionally, to clearly supporting small startups that rely on the payment gateways.

Libya has a strategic commercial location, and a fertile ground to develop services and improve the industrial sector through the availability of electronic payment solutions. Private companies and freelancers associated with global websites such as GooglePlay and AppleStore rely on online payment gateways through PayPal, but the registration process is not available for Libyans. The local employee's monthly income is about 640 LYD, which means that the daily wage is approximately 22 LYD per day, which is the equivalent of 1 USD hourly.

Therefore, we the individuals, activists and entrepreneurs sign the below petition to condemn the withholding of PayPal services in Libya, and we are refusing un-availability of creating PayPal accounts, which would facilitate allowing the purchasing products and services from all international online stores, participation in global courses and activities, the purchase of books or scientific researches, and undoubtedly a radical solution for micro-entrepreneurs and pioneers.

السلام عليكم ورحمة الله من المؤسف والمخذل أن خدمات باي بال العالمية غير متاحة للمواطنين الأفراد في ليبيا عامة، وتأثيره بشكل سلبي على الناشطين ورواد الأعمال والمؤسسات المدنية الفاعلة خاصة. وفي ظل الأوضاع الاقتصادية المتأثرة بسبب عدم الاستقرار السياسي، يعمل النشطاء الليبيين على دعم أنفسهم وتحسين سبل العيش الكريم وخاصة أن الشباب يُمثل الشريحة الأكبر من حيث الفئات العمرية.

وفي ظل ارتفاع نسبة البطالة في البلاد، إلا أن أصحاب المشاريع الصغرى والمتوسطة يحولون دون كلل أو ملل رفضا للواقع الأليم لتوفير فرص العمل و توفير الخدمات والمنتجات التي من شأنها إشراك الشباب في عدة مجالات مختلفة من بينها التعليم الإلكتروني و إمكانية الوصول للمواد العلمية أو شراء عضويات عبر المواقع، و إتاحة خدمات الشراء من جميع المواقع العالمية، إضافة إلى دعم المشروعات الصغيرة التي تعتمد على نظام الدفع الإلكتروني بصورة واضحة.

ليبيا بلد ذات موقع تجاري استراتيجي ولها أرضية خصبة لتحسين القطاع الخدمي والصناعي/ والإنتاجي من خلال توفر حلول الدفع الإلكتروني. إذ تعتمد الشركات الخاصة وأصحاب الأعمال الحرة المستقلين (freelancers) المرتبطة بالمواقع الإلكترونية العالمية كخدمات GooglePlay و Apple Store عبر بوابات الدفع الإلكتروني من خلال PayPal ولكن عملية التسجيل غير متاحة لدى الليبيين. إذ يُمثل مدخول الموظف الشهري حوالي 640 ديناراً، ما يعني أن الأجر اليومي يُقارب إلى 22 ديناراً في اليوم أي ما يُعادل 1 دولاراً فالساعة.

عليـــــــــــــــــــه، نحن الموقعون أدناه من النشطاء والعاملين والأفراد المستقلين من كافة أرجاء ليبيا ندين عدم توفر خدمات PayPal في ليبيا ونرفض بشكل قطعي عدم إتاحة فتح حسابات PayPal والتي من شأنها تسهيل إتاحة عمليات الشراء من جميع المواقع والمتاجر والخدمات والمشاركة في حضور الدورات والنشاطات العالمية وشراء الكتب والبحوث العلمية، ومما لا شك فيه تعتبر حلاً جذرياً لأصحاب المشاريع الصغرى و رواد الأعمال لتوفير بوابات دفع إلكتروني تسهل آلية العمل بين التاجر والزبون سواء داخل أرجاء ليبيا أو خارجها
